    Title: 東南亞外籍配偶在台的生活適應與人際關係之研究-以南投縣為例

    Abstract:   台灣地區的外籍配偶與日俱增,影響層面逐漸寬廣,如何使外籍配偶迅速融入台灣社會,家庭生活正常和樂,降低各種足以衍生社會問題的各種相關因素,業已成為政府、非營利組織與外籍配偶家庭相當重視的課題。其中,外籍配偶的生活適應與人際關係,更是關係家庭和諧的關鍵因素。本研究旨在探討東南亞外籍配偶在台的生活適應過程與人際關係拓展的因果脈絡。研究者係運用田野研究途徑,進行「參與觀察」,並藉立意抽樣,選取十二位婚齡在三年以上的外籍配偶,進行訪談,獲得相關資料,並作進一步的分析與討論。   本研究發現:(1)抵台初期對先生高度的依賴。(2)經濟自主權逐漸提高。(3)行動自主性提高。(4)人際關係由內而外逐步擴展。(5)生活適應過程伴隨著人際關係同步發展,交互影響。   研究結果:在生活適應方面(1)外籍配偶來台初期對語言、飲食及氣候、穿著的不習慣,可隨時間的經過,循序漸進的調適到適應的程度。(2)容許各種不同文化的共存。(3)夫家的家庭規模、夫權思想的偏差觀念,過度的防範與限制,影響外籍配偶來台的生活適應。(4)教育程度及人格特質,對外籍配偶生活的適應,顯現正面的關係。(5)來台的外籍配偶與日俱增,彼此資訊相互流通,國人對外籍配偶熟悉,接受程度提高。政府的政策修正,強化對外籍配偶的協助與輔導,及非營利公益組織的關懷與支持等,將使外籍配偶生活快速適應。在人際關係方面(1)夫家家庭的人際關係,與他人互動的觀念,限制外籍配偶人際關係的發展。(2)外出工作經濟能力取得,使家庭權力結構趨向平權。(3)年齡的差距過大,妥協性的婚姻關係,家暴機率高。   研究建議包括:政府政策面,建議統一的一套課程教材、生活專班(成長班、識字班)師資培訓、歸化國籍設籍前,先通過國語文檢測、成立移民署整合各部會業務。社區或非營利組織積極的關懷與協助面。夫家家庭面,選擇跨國婚姻前,先熟識該國國情、家人鼓勵外籍配參與生活專班。外籍配偶個人面,外籍配偶協助同鄉適應當地的生活。
      A challenge concerned is an arising problem for Taiwanese government, which brought to society a controversial consequence of well-being family life, fulfilled culture adoption, culture difference compromise, and whether accepted by local community that disclosed by boom immigration of foreign spouse recently. The government authority, nonprofit organizations, and foreign spouse families as taking upon related factors into consideration as civilizing foreign spouses by updating information about how to reside in domestic communities This study explores the facets and social implications of this phenomenon. For it is important to keep a family in harmonization especial while the foreign spouse is in charged of housekeeping. Life adjustment and relationship concerned as two key factors for family keeping in harmonization. In this paper adopts field investigation of causality study on the relationship between daily life adjustment and relationship development of Southeast Asia spouses. A participant observation to process conception sampling by using interviews with 12 foreign spouses who have married over 3 years. Advanced to conduct analysis and make conclusion through data collection.   Several symptoms found in different stages of subject immigration: The first stage, high reliance on husband as a new comer. The second stage, financial decision-making advanced. Third stage, independent activity rising. The fourth stage, develops subjective relationship from inside to outside. The fifth stage, an interaction following synchronized development that subject to individual life accommodation and related relationship.   Subject to life adjustment, five period divisions according to the study result. In the first period, adjustment in proper sequence by receiving advice from number of spouse’s family members and through their help to develop new habit in every aspect of life such as, second language learning, foods taking, climate adjustment, and different dressing. In the second period, different cultures coexist in a same family by spouse’s permission. While step into third period, however, a series of deviated concept caused by the size of joint living household, husband’s authority, and trading marriage that deeply influence the process of adjustment for resident spouse. In the fourth period, a positive relationship development indicates to subject well-educated background and friendly personality. In the fifth period, the foreign spouse existence gradually accepted by the public as the number of foreign spouse and communication between them are increasing. Based upon consideration that engaged in a revised policy by means of supporting activities held by non-profit organizations and receiving more public attention has become an earnest request by pubic.   Subject to relationship, four consequences concluded in this study. The first point, a causal relationship reflects subject life adjustment and relationship other than spouse. The second point is scope for the subjective relationship normally that limited by spouse’s home family relationship as well as interaction concept of subject. The third point, original household structure transformed as sexual equality proposed to subject family while the subject finance is secured and able to make decision on daily activities. The forth point, a rising rate of family violence environment nurtured by the age difference, difficult communication and compromised marriage relationship. At last, two appeals for authority and subject family as processing foreign marriage application. An appeal for the government to unify immigration curriculum content, language teaching material compilation, qualified immigrant education teacher in new life class (advanced and initial classes), language examination approval before issue the visa of permanent residency, integrates different immigration bureaus, administrations, and departments into one unit. All of these procedures could hopefully be more efficiently regulated, and perhaps even streamlined, if there was one superior agency in charge. Another appeal for the family who planning a foreign marriage, to know intimately about foreign country culture before marriage, encourage foreign spouse joint the new life class, foreign spouses help others before help themselves on every aspects of life adjustment.
