    Title: 新加坡與亞太區域關係之研究

    Abstract:   新加坡在外交上所扮演的角色和作用,無論在區域性或全球性之國家及組織中所發揮之影響力是不容忽視。尤其新加坡具有獲得與使用直接關係其國家安全問題的相關資訊,以及小心地選擇時間、地點、論壇來表示意見技巧,從而能對國際政治的發展施加影響力。   本論文希望以新加坡對外關係發展的角度,分別從與亞太區域國家外交關係與亞太區域組織中關係,針對新加坡如何成功地運用其外交政策,發展其繁榮的國家經濟與國家安全。本文研究目的有下列幾點:分析影響新加坡與亞太區域國家及組織關係的構成因素?從新加坡不結盟外交政策與區域主義分析其與亞太區域國家和區域組織的政策?探討新加坡以不結盟外交政策分析與亞太區域國家的雙邊關係?以區域主義說明新加坡與亞太區域組織的關係?針對上述問題進行分析與研究。   筆者主要以新加坡與亞太區域國家及亞太區域組織兩個主要部份探討,在與亞太區域國家關係研究方面,選擇亞太區域影響新加坡外交關係的重要國家,分別為馬來西亞、印尼、美國、中共與台灣等五國的互動關係;而第二部分與亞太區域組織關係上,分別選擇東南亞國家協會及其附屬組織包括:東協區域論壇、東協自由貿易區及亞太經合會的關係。而在分析新加坡與亞太區域關係時,以外交、軍事、安全、經濟面向利益為主要考量,作為新加坡對外關係的重要因素。
      No justification can be made to overlook the diplomatic role Singapore plays and its functions, including her influence on the regional, global or institutional politics. Especially Singapore has the capacity to obtain and utilize the information directly about her national security, and the ability to carefully choose the right time, right place and right forum to express her views as to influence the international politics.   The author of the paper hopes to examine how Singapore employs her foreign policies with success to enhance her economy and national security from the perspective of her diplomatic development with both the countries and the institutions of Asia-Pacific region. The objectives of the study are the followings: to analyze the constitutional elements of the forces that influence the relationships between Singapore and the countries and the institutions of Asia-Pacific region, to analyze the policies toward the countries and the institutions of Asia-Pacific region from the perspective of Singapore's no-alliance foreign policy and her regionalism, to investigate Singapore’s non-alignment foreign policy and the bilateral relationships with the countries from Asia-Pacific region, to explain the relationships between Singapore and the institutions of Asia-Pacific region from the perspective of regionalism, and the analyze and study the above issues.   The investigation by the author primarily focuses on the countries and the institutions of Asia-Pacific region, as for the countries from Asia-Pacific region, the author chooses the ones most influence Singapore's diplomatic relations, and they are Malaysia, Indonesia, America, China and Taiwan; as for the institutions of Asia-Pacific region, the author chooses to study the relationships between Singapore and ASEAN and its affiliated organizations including ARF and ASEAN Free Trade Area and APEC, When the author analyses the relationship between Singapore and Asia-Pacific region, she chooses to use diplomatic, military, security, and economic interests as the criteria to examine Singapore's international relations.
