    Abstract:   1997年7月,泰國爆發金融危機之後,迅速蔓延至鄰近的新加坡、馬來西亞、印尼,乃至遠在東北亞的南韓。身為世界第11大經濟體的南韓在發生金融危機之後,迅速向國際貨幣基金(IMF)尋求援助。IMF為了避免南韓金融危機波及它國,同意提供570億美元之經濟援助,另一方面,卻也提出嚴苛的紓困條件。面對如此強大的壓力,迫使剛上任的金大中對南韓政治經濟體制作全面性的改革以達到IMF的要求及解決眼前金融危機的問題。這些改革措施不但讓南韓迅速從金融風暴的泥沼當中走出,也讓南韓企業再度重生,登上國際舞台。   在過去分析1997~2000年期間,南韓政經體制的轉變大都是從國內層次來著手,本文認為國際層次應該是迫使南韓進行改革的最大動力。針對此假設,筆者使用「層次分析」的理論架構來解構南韓在金大中時期所做的改革,並說明在這種改革下南韓政府、大企業與銀行關係的轉變。
      In 1997, the Financial Crisis occurred in Thailand and it came to Singapore, Maylia, Indonesia, and South Korea. South Korea is the 11th big economic body. After the Financial Crisis, South Korea seeks help from IMF. IMF agrees to lend 570 billion U.S dollars to South Korea for fear that the crisis will come to other countries. However, IMF asks the South Korea to accept serious conditions to reform. Under the heavy pressure by IMF, the Kim Dae Jung government did do what the IMF asked in economic and political systems. These reforms not only help South Korea get out of crisis but also help South Korea survive and develop.   In the past, researches are always done from the domestic level during the year of 1997~2000. In this research, the writer considers it is the international level that forces South Korea to reform. The theory of “Level of Analysis” is used in the research to explain the reforms done by Kim Dae Jung and the transition of the government, chaebol and bank.
