摘要: | 近年來我國文教基金會在兩岸交流方面之貢獻不遺餘力,積極推動兩岸各項文化交流,包括文物、學術演藝人員互訪等活動,對消弭兩岸文化差異和鴻溝起了積極作用;但是,儘管我國文教基金會從事兩岸交流工作已行之有年,可是仍受限於兩岸政治及文化懸殊差異,相關法規無法配合上民間交流的速度,兩岸文教交流似乎仍存在著許多問題與障礙,亟待探究解決。 本研究之目的在瞭解分析我國文教基金會與大陸合作之現況與發展,選擇以個案研究方法從事質性研究,並運用紮根理論資料分析方法進行訪談分析,企圖了解其互動模式及運作過程。依照行政院陸委會獎勵兩岸交流活動之績優團體中,選出四個個案訪談。研究發現四個個案所發展出與大陸合作運作過程,不盡相同,不過這使我們了解到合作關係的程度確實如光譜分佈般種類多元。透過深入了解交流的動機、目標、成效、影響、經費等議題,可作為文教基金會與大陸發展合作關係時的參考,並藉由其他諸如溝通管道、遭遇困難與克服之道等運作過程之研究;提供交流合作雙方應重視影響合作關係之種種因素,並提供未來發展內部績效控管一些參照的可能方向指標。 本研究發現:(一)、文教交流動機:有感兩岸差異,消弭文化鴻溝,動機多引發自個人價值信念。(二)、交流目標:促進交流互動,建立合作機制。(三)、合作組織:與基金會本身性質相仿之官方或半官方機構,或與活動內容相關之對岸官方或半官方單位。(四)、文化交流運作過程:運作過程不盡相同種類多元。(五)、溝通管道:以既有的企業機構作為跳板。(六)、合作交流之困難障礙與解決之道:法令與意識形態是最常遭遇的阻礙,排除之道在於著重共同生活議題。(七)、合作交流活動成效:以獲獎表揚作為成效指標,沒有確切的衡量指標。(八)、合作交流之必備條件:專業人才、充裕資金、互信為合作交流之必備條件。(九)、從事兩岸文教交流的影響:對基金會有良性或沒有特別影響。(十)、活動經費:活動經費多依據原則雙方分攤。(十一)、未來大陸合作交流之發展方向:僅有抽象的未來合作交流目標方向,缺乏明確實際的目標。本研究基於上述發現,針對個案基金會提出建議,並提出未來可行之研究方向。 In recent years, some culture and education foundations in Taiwan had taken enormous efforts to facilitate the cross-strait culture exchanges, including scholars and artists visiting, and cultural artifacts exhibitions. These efforts had a huge positive impact on enhancing mutual understanding between Taiwan and China. Although, the culture exchange had been going on for years, the effects of exchange is somewhat limited by extreme differences in politics, cultural values, and the delay of establishing related regulations. Many obstacles still exist and need to be solved. The purpose of this study was to investigate the current stage and the future development on culture and education foundations in Taiwan cooperated with Mainland Chinese organization on promoting cross-strait culture exchanges. Using a case-study qualitative approach, we explored the patterns of interactions and the operations on culture exchange between two sides. We interviewed four staffs worked in the foundations, which were awarded by Mainland Affairs Council because of their excellent contributions to cross-strait culture exchange. We found the cooperative patterns adapted by these foundations are very diverse. Through further investigation of issues on the motivation, goal, effectiveness, influence, expense, communication channels, and obstacles and resolutions, foundations in Taiwan can develop better cooperation model when promoting cross-strait exchange. As well as, develop possible criteria for evaluating effectiveness of foundation. This study revealed the following: 1. Motivations: generated by the founder’s perception of the discrepancy of culture between two sides; 2.Goals: facilitate exchange and establish cooperation model; 3. Collaborating organizations: official or semiofficial institutes with similar function to foundation in Taiwan; or official or semiofficial institutes related to the certain activity. 4. Operating process: diverse in pattern; 5. Communication channels: adapted and expanded from the channel established by parents company. 6. Obstacles and resolutions: inaugurated regulations and ideologies are common problems encountered. The resolution is to emphasize on common experiences between two parties; 7. Effectiveness: No specific evaluate criteria; 8. Factors for successful cooperation: professional staffs, sufficient fund, and mutual trust between two parties; 9. Impact on organization: positive or no special influences on foundations10. Expense: mostly, two parties share the expense based on the mutual agreement. 11. Future development: lack of practical and definite goal. Based on the above findings, this study provided suggestions to each case on promoting cross-strait exchange, and recommend possible directions for future research. |
