Abstract:	九十年代初期適逢冷戰結束，全球由聯合國主導的人道救援行動開始啟動。許多非政府組織（NGOs）因此依照國際趨勢而大量繁殖並實際運作，無形間形成了一個與聯合國人道救援機制分流而行的人道救援體系。近幾年來，在全球化的浪潮下，國際性的非政府組織成為了世界權威活動的重要力量，這些權威活動藉由策略聯盟或企業的目的，產生競爭又合作的關係。　　　　　本文乃以聯合國與國際非政府組織相關文獻為基礎，從獲得多方與深入的文獻中來探索本論題，目前非政府組織在國際間的影響力日益增大，已不再保持低姿態，其活動對於聯合國組織功能及決策過程，有相當的影響力。　　　　　本文綜合歸納說明聯合國與非政府組織在共同合作參與人道救援工作的理論關係，其中筆者闡述聯合國附屬機構之世界銀行與非政府組織、世界糧食計劃與非政府組織、難民事務高級專員辦事處與非政府組織的合作關係，並試就以上三個國際組織與非政府組織在合作從事人道救援工作上所發展出的關係作分析。　　The global humanitarian assistance led by United Nations started in early 1990s, the time when the cold war ended. Since then, following the international trends, many Non-Government Organizations have developed massively and operated practically. A new mechanism of humanitarian assistance that separates from the UN mechanism has virtually formed. In recent years, under the trend of globalization, international NGOs have become an important power of world authoritative activities. Through the strategic alliances or business objectives, these authoritative activities have developed relationships of competition and cooperation. 　　　　　This paper seeks to multilaterally and deeply explore the topic based on related documents and records of UN and international NGOs. At present, the influence of NGOs has been increasing in the world, not keeping at low key anymore. The activities of NGOs have tremendously influenced the organizing function and decision procedure of the United Nations. 　　　This paper comprehensively introduces the theoretical relationship of mutual cooperation in participating humanitarian assistance between the United Nations and Non-Government Organizations. The author explains the cooperating relationship among NGOs and UN auxiliary institutions such as World Bank, World Food Programme, and United Nations High Commissioner for Refugees.
