摘要:	議題倡導與價值維護是非營利組織的重要功能之一，非營利組織藉公共服務的過程，深入探討服務對象的需求，並透過議題倡導影響一般民眾，認同並支持組織理念，進而使政府在制定政策、預算、立法時更能顧及弱勢族群權利及公共利益，以改革社會不公平、不合理及制度失衡的問題。　　　透過柯媽媽（柯蔡玉瓊）議題倡導，一九九六年立法院通過「強制汽車責任保險法」；董氏基金會長期倡導禁菸運動，一九九七年立法院終於通過「菸害防治法」；甚至美國 Judy Williams 一己之力結合了六十個國家，一千三百多個非政府/非營利組織，促成一九九七年加拿大渥太華一百二十二個國家簽訂禁止製造、儲存、運用地雷的「全球反地雷公約」；非營利組織的議題倡導發揮改革現狀力量值得吾人重視。　　　本研究以台中市弘道老人福利基金會做為個案研究對象，藉弘道老人福利基金會運作模式分析，探討非營利組織議題倡導與價值維護之策略、實務運作、非營利組織的系統模式，祈望本研究結論與建議能提供非營利組織、政府相關單位參考。　一、研究結論：（一）議題倡導可達成非營利組織宗旨與使命。（二）建立公信力是非營利組織永續經營途徑。（三）老人問題勢將成為未來社會嚴重的挑戰。（四）志工連結可解決非營利組織的人力問題。　二、研究建議：（一）鼓勵三代同堂解決部分老人問題。（二）政府應評估補貼基金會定存利息。（三）社會志願服務列入大專院校課程。（四）擴大微罪緩起訴改服勞役之制度。　　Issue initiating and value maintaining are important functions of Non-Profit Organizations（NPOs）. Through the process of public service, NPOs deeply idenfity the need of their serving objects. NPOs also affect general public by initiating issues, thus making people recognize and support their principles. NPOs make government to consider minority’s right and public interest while making decision, budgeting, and legislating. Therefore, the problems of social unfairness and irrationality, and unbalanced system can be reformed.　　　Through the issue initiating of Mother Ke (Ke Tsai Yu-Xion), Legislative Yuan passed the “Act of Car Liability Insurance” in 1996. After John Tung Foundation had initiated non-smoking activity over a long period of time, the ”Act of Preventing the damage of Smoking” was finally passed by Legislative Yuan in 1997. Even Judy Williams, an American who integrated over 1300 NGOs and NPOs in 60 countries, initiated the “Global Anti-Landmine Treaty” in 1997 at Ottawa, Canada. The treaty was signed by 122 countries to stop landmine manufacturing, storage, and usage.　　　This paper selects the Hondao Welfare Foundation as research object to identify strategy of issue initiating, value maintaining, pragmatic operation, and systematic model of NPOs by analyzing their operation model.　1. Conclusions.(1) Issue initiating can accomplish the purpose and mission of NPOs.(2) Developing public authority is the way to operate NPOs eternally.(3) The problem of elders will be a serious challenge to the society in the future.(4) Linkage of volunteers may resolve the manpower problems of NPOs.　2. Recommendations(1) Encouraging “Family with Three Generations” to resolve partial elder problem.(2) Government should evaluate the possibility of subsidizing the interest of foundation’s certificate of deposit.(3) Social volunteer service to be included in college courses.(4) Expanding the system of “postponing prosecution of moderate crime and switching to public service instead.”
