「婦女運動」一直是國際間推動「民主化」進程中的一個重要的指標。不論是古典的人權理論,或者是近代的「後現代主義」,都把女權的提昇與維護婦女權益等關乎「婦女」的議題,視為是推動社會進步與政治「典範轉變」不可獲缺的一股力量。 台灣自解嚴後,逐日邁入民主國家之林,許多以往礙於中國傳統禮教而難以啟齒的「婦女問題」也浮出台面,並為眾人所討論。然而,就整體而言,許多政策與法律等面向,仍然無法有效保護台灣婦女同胞的權利,其中包括了婦女人身保護權、工作權、政治平等權等等….。這些「政府施政」的缺漏,除了凸顯出公部門在此問題中的「政府失靈」現象,也為台灣積參與婦女運動的非政府組織舖陳了一條得以蓬勃發展的坦途。 本論文即以回顧文獻、個案研究與歸納綜理等方法,探討台灣婦女非政府組織,對台灣婦女運動所造成的影響,並以勾勒出其未來發展的走向。 The women’s movement has been an important index of the democratization process that been carried out by the international society. Both the classical theory of human rights, or the contemporary “Post-Modernism” have deemed women’s issues such as the promotion of women’s rights and maintaining of women’s rights and interests as the indispensable power of advancing social progress and political “paradigm transformation.” Since the lifting of martial law, Taiwan has gradually turned into a democratic country. Many “women’s problems” restricted by Chinese traditional etiquettes and not been publicly discussed are increasingly emerging and discussed by the public. However, as a whole, many aspects of policies and laws still cannot effectively protect Taiwan women’s rights and interests, including women’s rights of personal safety, working, political equality, and so on. The deficiencies of government not only reflect the phenomenon of “government malfunction” in this matter, but also establish a prominent future for Taiwan’s Non-Government Organizations that actively participating women’s movements. By reviewing literatures, studying cases, and summarizing results, this thesis discusses and identifies the influence of women’s NGOs of Taiwan toward Taiwan women’s movements, and outlines the direction of future developments.
