摘要: | 目前我國各級消防機關,編制員額計1萬2,651人,預算員額8,941人,現有員額8,179人,消防替代役1,466人。(引自消防署網站)現今因警消體系分家,消防署的業務範圍增大,使得消防員肩膀所揹負的責任更為增加。有鑑於此,消防署變更其組織體系,改變其組織架構,以因應未來我國的各項災害防治工作。在消防署所提出的「消防白皮書」中有提到,除了當前的災害防治與宣導工作等之外,結合民間的救援團體亦可說是當前的工作重點。 本研究的目的在於探討當前義消組織在外在環境(警消分家等)影響之下,在組織生命週期演變的過程中,就組織功能及工作特性上是否有所轉變,透過文獻資料的收集,配合深度訪談的方式,就義消的部分進行了解與分析,發現「回饋地方,取之地方用之地方」是義消組織的使命感,義消採行地區分部化結構的目的在於強化消防單位的功能,並能活化組織的力量,以寄望在災害發生之時,可快速反應並與以撲滅,讓傷亡降至最低。 義消組織可說是我國消防工作的前線單位,同時也是政府機關與民眾溝通的最佳橋樑,因此在政府推動災害防治的政策過程中將義消組織視為執行災情查報通報複式佈建措施的重要單位。災情的查報與通報的工作,都是掌握災情的程序,藉以能夠透過這些資訊發揮救災的效能,在此項措施中,必須要視災害應變中心是否成立來進行相關的任務區分,而義消最主要還是透過本身地區分部的作用,在每個村(里)設置一至二名義消災情查報人員,遇有災害發生或有發生之虞時應主動進行查報,採取相關作為(如立即進行救災等)。 現今義消經過前兩次的整合工作之後,儼然成為我國消防體系的重心,然而跟隨第三次整合工作的推行,義消組織中部分體系或工作勢必要面臨到轉型的階段,未來各縣市消防局如何配合消防署提出之地三次整合工作,來幫助義消進行轉型或維持現狀之決策,就必須是整體的大環境而定。 Right now our country’s Fire Department establishment member sum accounts 12,651 people, budgeting 8,941 people, the member suming, the existing member sum 8,179 people, the fire fight acts for 1,466 people, services.( Lead from the website of National Fire Administration) eliminate the system to divide inheritance because of the Police Department at present, the business scope of the National Fire Administration enlarges, making the negative responsibility that the fire fighter shoulder carry more for increase.
