摘要: | 學習是成長的動力,個人的學習又是企業成長的泉源,因而在資訊社會中掌握愈多的資訊,其競爭力就愈強,而資訊的掌握力,就是學習的成果。如此,如何促進個人不斷地學習,而提昇整個企業或組織的學習風氣,早在1980年代就有許多學者專家呼籲經營者必須重視這個學習型組織的時代已來臨。因此,擁有學習能力且能因應環境變遷、不斷創新突破的「學習型組織」,已成為二十一世紀企業欲求成功並永續經營的楷模典範! 本研究之動機有以下三點:一、「學習型組織」之內涵為何,藉由文獻探討、歸納與整合,以釐清學習型組織各項相關議題。二、公務部門榮民醫療體系對於學習型組織尚未建立評量量表,藉由文獻彙整相關關鍵成功因素以供榮民醫療單位作為推動學習型組織績效評量之參考依據。三、使學習型組織成員能夠運用評量結果,改進修正過去的經驗、指引未來方向。其目的有以下兩點:一、根據文獻探討、歸納與整合,探究學習型組織的內涵、模型、特徵、關鍵成功因素。二、藉由文獻分析、高階主管訪談及問卷調查,以建立公務部門榮民醫療體系學習型組織評量量表。 研究對象以灣橋榮民醫院所屬成員為研究母體,組織成員共計200人,進行全面性問卷調查,有效問卷共計198份。評量量表建構效度之建立以主成分法進行分析並作變異法之直交轉軸,KMO值為0.834、Bartlett球形考驗值為10270.611(自由度為703.0)達0.000顯著水準,其累積總體變異量為55.065﹪,信度分析全量表內部一致性係數Cronach's α值為0.9761 (N=198)。研究顯示學習型組織評量指標與人口特性之相關性在教育程度、職稱、性別與工作部門等方面有顯著差異。 Learning is the power of personal growth while personal learning is the source of the enterprising growth. People who possess more information in an informational society would get much stronger competition. Possessing information is the effect of one’s learning. Hence, in order to explain how to promote one’s learning constantly, and how to elevate the learning atmosphere of a whole enterprise or organization, since 1980, scholars and specialists appeal that companies executives must focus their sights on the coming of “Learning Organization”. Therefore, “Learning Organization”, which holds not only the ability of learning, but also the ability of responding to the environmental change, has become the model for the 21st century enterprises, which try to chase their success and everlasting management. The motive of the thesis contains the following three points. First, what is the “Learning Organization”. In order to distinguish the learning organization with various related issues, I will focus on the study, induction and integration of the document. Second, because Official Affair on Veterans Medical Treatment System didn’t build up the evaluation quantity for learning organization, the document which compile the related critical success factor provides the Veterans Medical Treatment Units reference to promote the evaluation on learning organization achievements, Third, have the members of learning organization able to be make use of the results of evaluation. It can help not only improve their experiences but also give them a future guidance. There are two reasons for this. Firstly, by investigating the study, induction and integration of the documents, we will have the following factors for learning organization: content, model, characteristic and key success. Secondly, by using the analysis of the documents, and the supervisor interviews and questionnaires, will have an evaluation on learning achievements for the Official Affair on Veterans Medical Treatment System. Wan-Ciao Veteran Hospital will be the main study object in this thesis. The total members are 200 people and all of the will attend the comprehensive questionnaires. However, there are only 198 validate questionnaires. In the Evaluation scale, the establishment of construct validity is according to the principle component analysis and the orthogonal rotation of variance. The KMO (Kaiser-Olkin measure of sampling adequacy) value is 0.834. The Bartlett’s test of sphericity is 10270.611(free degree is 703.0), which amount to 0.000 obvious levels. The Total Variance Cumulation is 55.065%. The internal consistency coefficient Cronach's α values is in reliability analysis whole scale is 0.9761.(N=198). According to the research, the relativity for the Learning Organization to evaluates index sign and population characteristic has the obvious difference in the level of education, title, sex and work section etc. |
