    Abstract:   兩性平等政策是歐洲聯盟社會政策當中重要的一環。早在1957年羅馬條約(Treaty of Rome)制定時,便將部分攸關社會與勞動的條款納入,其中與兩性平等理念最相關者,莫過於該條約第119條所揭櫫的「兩性同工同酬原則」。此乃兩性平等政策制定的法律基礎,藉以消弭各會員國間因女性工資低廉,而引起的不公平競爭。60、70年代後,隨著女權運動之蓬勃發展及婦女大量投入勞動市場,產生許多就業問題;促使執委會(The European Commission)展開一連串之立法行動,來促進兩性平等理念更進一步的落實。   本篇論文之目的,係針對歐盟的兩性平等政策做一整體說明,並評估其優劣得失,以及提出可供我國修改相同制度時參酌之處。除緒論及結論外,全文共分三個部分:第一部分就該政策形成的歷史背景作一番詳述;第二部分探討歐盟兩性平等政策的內涵;第三部分針對歐盟兩性平等政策作一綜合評析。最後,對政策的未來發展作出預測,以勾勒出清楚的輪廓。
      The policy of gender equality is closely related to the Social Policy of the European Union (EU). Following the ratification of the Treaty of Rome in the earlier 1957, parts of social and labour clauses were incorporated into the new treaty; basically the first important piece of legislation relating to gender equality in the first Community legal texts was contained in Article 119 of the Treaty of Rome, which introduced the principle of equal pay for women and men for equal work. Logically, this article represents the legal reference of the establishment of gender equality policy, which seeks to end the unequal competition caused by lower wages of women, existing between EU member states. After the sixties and seventies, because of the rising of Feminist Movements, women began to participate actively in the labour market, which induced some employment problems; thus these situations have activated the European Commission to launch a series of legislation measures, and to enhance progressively the implementation of gender equality standards.   The purpose of this thesis is to provide an integral review of the policy developments of the gender equality matters in the European Union (EU) over almost half century. In the other hand, estimation on the merits and shortcomings of the EU gender equality policy will be conducted. Furthermore the results of this research would set forth suggestions for Taiwan as it tries to reform similar policy framework. In addition to the introductory and concluding comments, the study of this research also includes three main parts: first part describes the historical background of the gender equality policy of EU; second part sets out the contents of this policy, and the third part goes for comprehensive assessments. At last, this thesis attempts to predict the future prospects of gender equality policy through clear outlines.
