    Abstract:   台灣為四面環海的海島型地理環境,海岸為國家對外門戶,也是國家發展之重要關鍵,而港埠因位於貨物進出入的樞紐上,扮演著相當重要的角色。港埠之區域物流中心的功能在於降低物流成本及提高服務品質,並提供貨物的倉儲、轉運及配送,藉由資訊系統的管理與監控,來提升海陸運輸效能與競爭力。但在發展及擴充港埠設施情況下,勢必對當地居民的生活及周遭環境產生影響,因此,完善的港埠區域物流規劃及管理,更顯重要。   馬公港為國內四商港之一,也是澎湖地區海陸運交通重鎮,但綜合軍、商、漁多種性質的馬公港,在港埠的建設及開發上勢必遭遇不少問題。本研究主旨是探討港市合一政策與馬公國內商港之區域物流管理,並與其他國內商港比較,透過SWOT/TOWS分析,臚列出發展馬公港之主客觀環境因素與發展契機,作為馬公港未來建置區域物流中心之決策參考與相關研究者之建議。
      Taiwan’s geographical conditions are categorized as island type. The coast is not only the door to the outer world, but also the crucial point of national development. Ports, being the pivot of imports and exports, play a rather significant role. The functions of regional logistics management in harbors lie in the reduction of logistics cost and the increase of service quality. It also provides warehouses, transportation, and distribution of goods. By means of management and supervision of information systems, efficacy and competition of marine and land transportation are enhanced. But with the development and expansion of port facilities, life of locals and the surroundings will definitely be influenced. Consequently, impeccable planning and management of regional logistics distribution is relatively important.   Makung Port is one of the four domestic commercial ports in Taiwan. It is also in the key position for land and sea transportation in Penghu area. However, Makung Port, with its military, commercial, and fishing qualities, will certainly encounter numerous problems in construction and development. The main purpose of this study is to probe into the merger policy of port and city and the regional logistics management of Makung commercial port. Other domestic commercial ports will be compared also. Through the analysis of SWOT/TOWS, objectives factors and the critical point of time in development will be presented, and will be further used as suggestions in the decision-making process for future setup of regional distribution center in Makung Port and in related research as well.
