本論文係以國軍救援機制為例，針對重大災難發生時，應扮演的角色及所應發揮的功能做系統的研究，在研究方法上採質性研究方法，然由於國內軍事組織介入救災之相關研究較為缺乏，在整個研究過程中常遭遇資料蒐集不易之困擾，故本研究係以訪談的方式求取軍事救災機制實際運作時遭遇的困難為主，輔以公、私部門的互動以增加研究之內涵。 在研究的過程中，從各公、私部門的互動得知，未來救災若無法獲得彼等支持，救災功能將無法獲得相乘的效果；而軍事救災體系內各單位的互動，亦在在牽動著救災成功與否的神經，基本的救災訓練及完備的機制體系才是成功的法門。 本研究的最終目的，是建構一理想的救災機制模型及提供政策建言，希冀以此為基礎擴大影響層面至其它組織，使各救災單位能在資源共享，經驗整合之作為下，提升國內整體救災能力，並期望有朝一日，軍事組織能具備相當功能，可與其它國家共同在地球各處展開人道救援之作，共享榮耀。 This thesis is a systematical study on how the armed force search and rescuer scheme of the military organization should function as a role of offering humanitarian assistance during a disaster. The case study will employ the qualitative research method. However, since there have been few studies concerning military organization participating into humanitarian rescue operation, this study has confronted the problems of gathering sufficient information. As a result, this study is mainly based on the interviews, in which the military personnel stated the difficulties they had encountered in real rescue operations. In addition, the study is also enriched by the interaction between the governmental department and private institution. In the process of this study, known from the responses among government and private institutions, the function of rescue can not have the multiply effect without mutual support. Besides, it is vital to the success of rescue that all the units in the military rescue organization can response to each other, and only basic rescue training and sufficient mechanism leads to the success. The purpose of this study is to establish an ideal rescue mechanism model and to provide policy suggestions to elicit wider and deeper influence on related organizations. With the resource sharing and integration of experience among the rescue institutions, it is hoped that the capability of domestic rescue can be upgraded. To share the experience, it is also expected that military can have sufficient function in offering the humanitarian assistance with the other countries.
