    Abstract:   隨著國內經濟起飛及社會多元化,國民教育水準日漸提高,有特殊需求的發展遲緩兒童漸漸受重視,經由其家長們群起推動發展遲緩兒童早期療育工作,使政府也開始重視早期療育服務,除了鼓勵非營利組織(基金會)介入早期療育專業團隊服務,並制定法律規章,在政策上也針對早期療育服務作規劃與推動,同時也組團參訪先進國家,引進國外的服務經驗,使得國內發展遲緩兒童早期療育服務邁向制度建構發展方向前進。   然而,在實務上雖然台南縣政府委託慶美基金會積極介入早期療育服務,但畢竟與理想尚有一段差距,本研究對象包括小兒科醫師、物理治療師、職能治療師、語言治療師、心理治療師各一位、特教人員、社工人員各二位、家長五位(各不同職業)採開放式問卷訪談、錄音、再將其意見分別整理。   研究發現,早期療育專業團隊各相關專業人員,皆能秉持其專業理念及服務熱忱,奉獻所學,知無不言,言無不盡,並且在各自領域上,分別提供很多寶貴意見,尤其對於台南縣慶美基金會在承辦台南縣政府委託辦理的早期療育通報、轉介及個案管理,給予全面的肯定,實屬難得。   本研究根據研究發現,針對政府政策及各專業團隊,分別提出建議,期對發展遲緩兒童之早期療育服務,能有所助益。
      Following the take-off of the domestic economic and the diversification of society, national educational levels have been rising gradually, so that slow-development children with special needs are receiving more attention. Through this, the parents of these children come together to promote early therapy for slow-development children, causing the government to also start pay attention to early-therapy services. Besides encouraging non-profit organizations (foundations) to involve themselves in early therapy specialty group services, and establishing laws and regulations, the government is also planning and promoting policies focusing on early therapy services. At the same time, the government is organizing groups to visit advanced countries and import service experience from abroad, in order to get on a path towards establishing a system of domestic therapy services for slow-development children.   However, in reality, although the Tainan county government requested the Qingmei Foundation to actively involve itself in early therapy services, in the end there is still a gap between the ideal and actual practice. The subjects of this research include a pediatrician, a physical therapist, an occupational therapist, a language therapist, a psychiatrist, two special education personnel, two social workers, and five parents (from different career fields); this paper uses open-style questionnaires, interviews, and voice recordings, and will comprehensively organize these opinions.   The research discovers that each related specialist from the early therapy specialty groups all maintain their professional beliefs and service enthusiasm to contribute what they have learned and to do as much as they can. Also, in their individual fields, they provide many valuable opinions, especially regarding the Tainan County Qingmei Foundation undertaking the Tainan county government’s request to handle the reporting, transferring and individual case management of early therapy services, to which this report gives its difficult-to-receive complete approval.   This research, in accordance with its discoveries, focuses on how both government policy and specialty groups each put forward recommendations, in the hopes that this can benefit the early therapy service for slow-development children.
