    摘要: 　　自一九七Ｏ年代以來，我國外交上長期孤立，使得我國權益受到莫大的損失，尤其在冷戰後的世界新秩序下，國際合作、國際組織、國際非政府組織的重要性及功能性日益增加。在很多的場合裡，許多重大國際事務都是經由國際組織、國際協商或國際合作來解決，或者是經由多邊協商擴展雙邊關係，因此積極的參與國際組織及國際非政府組織，是我國當前外交關係上重要的一環。不過由於在「一個中國」的問題上難以解決，使得我國加入全球性組織的可能性常常是有條件的或者是根本不可能。至於區域性組織，我國雖然無法成為會員，但因嘗試參與一些開發計劃，協助區域組織國家的發展，因而有可能以觀察員地位參與該組織的活動。　　　近十年來，由於我國濟發展快速成長及政治民主化，致使許多民間團體積極自願投入NGOs活動，進而參與國際人道救援工作不落人後。另一方面，新政府對拓展對外關係相當重視，希望在全球化、全球治理時代下，能夠推展「民主外交」與「多元外交」等，以積極行動關注國際社會，擴展我國際生存活動空間，也主動協助及鼓勵我民間團體參與國際NGOs活動，期盼結合政府與民間力量，共同推動全民外交工作，因此國內NGOs如雨後春筍般蓬勃發展，數目不斷成長。　　　在這樣的環境背景下，藉由非政府組織來拓展我國外交事務，將是我國邁向國際舞台的唯一方法，本論文乃試圖從台灣世界展望會在參與國際人道救援行動的實際情況，來探究對於此一政策在拓展我國外交事務會產生何種影響，以及所獲得之實質的外交貢獻。
    　　Since 1970, our country had been isolated from international community. It really made great damage in our international status. Especially under the new orders after the post cold war, International cooperation and organizations were becoming more important and functionable. In many situations, most of major international affairs were resolved by IOs, INC, or INC. Multilateral negotiation also could improve the relationship with foreign countries. For this reason, to participate in IOs and INGOs plays a very important role in building foreign relationship. One China Policy made it tough that TAIWAN joins or attains global organizations, even impossible. As to regional organizations, Taiwan could not become an official member, but we still tried to participate in some developing projects to assist the developing of regional organizations. Therefore, we might participate in these activities in name of an observer. 　　　By reason of rapid economical growth and political democracy at recent ten years, a lot of civil communities volunteer to join these NGOs, furthermore participating in international human rescue activities. On the other hand. New government put lots of emphasis on foreign relationship to extend foreign relationship with a more aggressive attitude.　　　We expect to connect governmental strength with civil strength to advance the diplomacy. It also makes NGOS develop and grow continuously. Under such a background, it would be the only way to enter the international community by means of NGOs extending our diplomacy. In this essay, I tried to take an example of Taiwan World Developing Association participating in international humane rescue activities to explain what kind of condition we are in and study the influence which we participate in such NGOs.
