    Abstract:   政府的目的在於滿足人民的需求,近年來因全球化、科技技術的進步及社會的開放,使得民眾對政府的施政效率要求越來越高,施政績效的良莠,端賴組織成員的工作表現,而地方政府機關應設法消弭內部政治力量,降低員工對組織政治的知覺程度,為員工建構長期發展的生涯管理的環境,運用對員工人格特質的瞭解,藉由對員工人格特質的觀察,使人格與工作配合,提昇地方政府員工的工作心態及滿足感與激勵工作士氣,甚而對組織績效帶來最大的效益。   本研究之目的是探討地方政府員工的組織政治知覺、生涯管理和人格特質對工作滿足、工作士氣與組織績效的關聯性研究,主要是統計分析各變項間的差異性、相關性及影響性。本研究採用問卷調查法,以雲林縣政府員工為研究對象,共發出250份問卷,回收有效問卷213份,有效回收率為85.2%。   本研究經採用SPSS統計視窗軟體作為統計分析的工具,針對樣本所得資料進行因素分析、信度分析、描述性統計、T檢定分析、單因子變異數分析與事後多重比較、皮爾森相關分析、迴歸分析。   本研究主要發現如下:1. 地方政府員工的個人特徵(性別、年齡、服務年資、現任職務、教育程度、目前工作月薪)對組織政治知覺、生涯管理、人格特質、工作滿足、工作士氣與組織績效有顯著差異。2. 地方政府員工在組織政治知覺、生涯管理、人格特質、工作滿足、工作士氣與組織績效各研究變項之間有極顯著正相關及負相關。3. 地方政府員工的組織政治知覺、生涯管理、工作滿足、工作士氣對組織績效有部分極顯著正向及負向影響。   本研究依據上述研究發現,分別對地方政府機關及後續研究者提出建議,以供參考。
      The function of the government is to satisfy what the people need. In recent years, with the society being internationalized, democratized and liberalized, the people demand more and more policy efficiency of the government. Policy effects are based on the staff's working morale and performance. Therefore, local government should arrange an environment for the staff to develop long-term career management, to promote their working attitude and to inspire their working morale. In that way, it will bring a lot benefits to the organization.   The purpose of this study was to examine the relationship among the organizational politics perception, individual characteristics, career management, work satisfaction, working morale and work performance-A case study of Yun-Lin county government. The objects of study are the staff in Yun-Lin county government. Of the 250 questionnaires sent out, 213 were returned, the returned rate of valid questionnaires was 85.2%.。   This study has adopted SPSS FOR WINDOWS as the tool for statistical analysis. The methods for analysis of sample data were as follows: factor analysis, reliability analysis, descriptive statistics, T-test analysis, single factor variant analysis (one-way ANOVA), subsequent inspection, Pearson correlated analysis, regression analysis.    The main findings are as follow:1. The features of the local government staff (i.e., gender, age, seniority, current position, level of education, current income) had shown significant difference in organizational politics perception, career management, individual characteristics, work satisfaction, working morale and organizational performance. 2. Organizational politics perception, career management, individual characteristics, work satisfaction, working morale and organizational performance had significantly positive and negative correlations with each other.3. Organizational politics perception, career management, individual characteristics, work satisfaction, and working morale had significantly positive and negative effects in part on organizational performance.   Based on the above, the study proposed some suggestions to the local government institutes and the future researchers.
