Abstract:	歐洲的國際政治局勢於90年代前後胚變，冷戰結束後蘇聯瓦解、北約存廢問題、西歐聯盟轉型…等等，過去冷戰期間穩定的國際局勢業已不在。歐體於1992年整合為歐洲聯盟，加強建構經濟上的整合，同樣的在過去一直是難以整合的外交暨安全政策，在經過阿姆斯特丹條約、尼斯條約修正與多次歐謀高峰會的沿革，歐盟成功的建立了，自我的軍事行動能力，並建構出一套機制與目標。歐洲國家經濟整合的重心成功的也延伸到國家安全外交議題上，歐盟積極發展自主的防衛政策。歐盟共同外交暨安全政策(CFSP)為歐盟三支注的第二支柱。是為歐盟發展對外關係的專責政策，在99年歐盟科隆高峰會決議發展的「歐洲安全暨防衛政策」是第二支柱下執行對外政策的執行工具，不只包含軍事武力，也包括了維持歐洲和平的任務。而歐盟建立起自我危機應變的力量，勢必提升了國際影響力，這也同時將影響到美國、北約…等強權與組織的關注。　　本文將對歐盟發展「歐洲安全暨防衛政策」的過程以年代敘述，並分析其發展過程。並且，將著重於該政策近年的發展與實際行動，再佐以該政策在歐盟東擴、歐盟新憲法等新議題下的發展之研究。　　The international political situation of Europe has changed dramatically around the 90s. The Soviet Union has collapsed after the cold war, there were also issues such as the existence or abolishment of North Atlantic Treaty Organization (NATO), the transformation of Western European Union (WEU) etc. so there is no more a stable international situation as it was during the period of cold war. European Community (EC) was integrated and became European Union (EU) in 1992, to strengthen the establishment of economic integration. For the diplomacy and security policy that was very hard to be integrated in the past, after the course of Treaty of Amsterdam, revision of Treaty of Nice, and many European Union summits, EU has successfully built its own ability of military action, and also established a set of system and goals. The focus for economic integration of European countries has been extended successfully to the topic of national security diplomacy, and EU has been developing independent defense policies actively. EU's ＂Common and Foreign Security Policy＂ (CFSP) is the second one of these 3 pillars of EU, since it is the policy for EU to develop self-defense actively. The “European Security and Defense Policy” decided during the Cologne Summit of EU in 1999 is the execution tool to carry out external policies under the second pillar, not only does it include military force, but also the task to maintain peace in Europe. The strength of reacting to crisis established by EU will definitely improve its international influence, and also catch attention from power and organizations such as USA, NATO etc. 　　　This article will narrate the course of EU developing “European Security and Defense Policy” by year order, and analyze the development procedures. In addition, it will emphasize the development of this policy during recent years and its actual actions, also address studies on the policy with new topics such as EU expanding eastwards, and its new constitutions.
