    Abstract:   在知識經濟與全球化時代中,透過網際網路來獲取資訊儼然已成為生活中不可或缺的一部份。近年來,我國致力於推展電子化政府政策呈現顯著的成果,不僅中央與地方政府的網站都已建置成功,政府網站更已經成為政府與民眾之間溝通的橋樑。然而,便捷的網路環境中,政府網站在建置之初,很少考量身心障礙者在使用上的困難度,使得身心障礙者無法順利進入政府的網站,導致政府其公平正義無法彰顯。所以,本研究一方面以行政院研究發展考核委員會所設計的無障礙網頁檢測工具,針對中央與地方政府共七十個網站進行無障礙網頁檢測,了解政府網站的無障礙空間狀況,另一方面針對承辦無障礙網頁業務之政府人員進行深度訪談,希望藉此了解實際執行政策的狀況與執行上的困難。研究結果顯示,僅有六個網站通過第一優先等級的機器檢測,且受訪機關皆認為無障礙網頁政策的推動有助於身心障礙者使用網路。最後,綜合本研究發現,本研究建議政府未來除了持續推動無障礙網頁政策之外,更應當增加無障礙網頁的教育訓練課程,避免使用最新網頁技術、使用無障礙網頁建制軟體、協助研發身心障礙者使用的上網輔具,並且積極將無障礙網頁空間推廣至民間網站。
      In the time of knowledge-based economy and globalization, to obtain information through the internet is indispensable in daily lives. In recent years, the policy on devoting to promoting a E-government has achieved a significant effect in Taiwan. Not only are the web pages of the central and local government established but the websites serve as the bridges between the government and the public. However, in the convenient environment of the network, the government barely concerned the difficulties while the disabled were accessing the Web when the official pages were first coded so the handicapped couldn't smoothly enter the government sites and justice of the administration hence wasn't able to be manifested. Therefore, this research, on one hand, examined 70 web accessibility sites of the central and local government with the testing tool designed by Research, Development and Evaluation Committee of Executive Yuan to see the condition of governmental web accessibility and on the other hand, had profound interviews with the civil servants in charge of barrier-free web pages in the hope of understanding how the policy was actually put into practice and the practical hindrance. The result revealed that only six web sites passed the first priority grade machine test. In the final phase, to sum up what this research found out, it is suggested that the government not only perpetuate the policy on barrier-free websites but run more educational training courses in that. Avoiding using the latest web technology and the organizational software for accessibility web pages, assisting with developing props for the physically and mentally challenged minority to get on the internet and constructively spreading the web accessibility to the grass-roots are also advised.
