    Abstract:   隨著時代的變遷,公民社會在人權精神上的反省,以及國際人權法典的相繼提出,使得台灣植基於民主思維模式下的人權發展面臨了許多挑戰。然而,人權非政府組織即在揭露當代社會不公不義、欺壓弱勢以及忽視人權之事實,並極力去除當權者遮掩其支配的真相及合法化自身的意圖,國際人權主義的效應隨即擴及各個領域,不但對我國社會產生衝擊並影響當前人權社會興革之內涵。處在人權主義旋風式的襲捲下,為能在瞬息萬變的環境之中與時俱進,本文冀望透過人權主義思潮之尋繹,以及非政府組織功能性之探討,釐清台灣當代人權非政府組織所面臨之挑戰,進而闡明台灣人權非政府組織所要顛覆及恪守的確切立場。   誠如上述,本文乃定位在人權非政府組織之具體內涵之分析,並以兩個屬性相同且組織已具規模的常設組織,即中國人權協會與台灣人權促進會作為研究之個案,從而,本文的研究目的乃側重:探討中國人權協會與台灣人權促進會,兩個組織在發展人權議題時,在組織立場、組織策略以及具體的執行手段等彼此間之差異,以及在政府努力促進人權非政府組織的發展,儘管加速了保障人權的行動,但在這些政策的背後,又隱藏著那些對台灣人權與非政府組織理念之發展可能帶來的啟發與衝擊。
      This paper seeks to identify the challenges faced by contemporary human rights NGOs in Taiwan. Two permanent organizations-- the Chinese Association for Human rights(CAHR)and Taiwan Association for Human rights(TAHR)--are analyzed herein. Both organizations possess the same attributes and are in similar scales. The research focuses on telling the difference between the CAHR and the TAHR in terms of their strategies in promoting human rights. This paper finds that the aforementioned human rights NGOs in Taiwan are active and efficient in implementing their goals through different but creative means. The progress of human rights in Taiwan is in positive trend.
