| 摘要: | 在現今談論有機農業的發展，似乎把傳統與現代觀點混和運用，看似彼此衝突，實際上卻是最好模式，因為人、環境與科技必須得回顧發展，才能具有尊重生命的價值，社會才能永續生存，農業的發展規劃必須能回歸到土地倫理的重視，達到崇尚自然法則發展及重視科技管理效率並存的境界。 本研究針對於現代生活環境充斥食品添加物濫用，自然環境的污染，人類飲食習慣改變與環境賀爾蒙驟加，都會影響人們在飲食攝取上的不確定性，及潛在生活環境危機，本土農業受到加入世界貿易組織（WTO）之後，國內農業生產成本相對比其他國家高，在價格上無法與進口農產品競爭，壓縮本國農業獲利空間，面臨全球愈加重視綠色生態的提倡，基於永續農業發展，有機農業乃成為全球發展趨勢，期望在自由市場區隔之下，提高本國農產品競爭力。 國內相關非營利組織基於農產品進口開放衝擊，國人健康消費意識抬頭，環保意識高漲……等原因，在近十餘年來陸續成立，截至目前為止成立數目不多，但在引領國人日常生機飲食習慣的倡導，提供有機栽培技術諮詢與監督政府立法是否周延，影響力不容小覷。 本研究個案慈心法人事業之「慈心有機農業發展基金會」與「里仁事業股份有限公司」，前者以有機栽培概念推廣與辦理有機輔導驗證為首，後者則延伸有機農產品與有機農產加工品行銷販售，擴大有機農產品市場流通範圍，基於特殊佛教背景，不再只是參究佛法奧義，接受信徒供養，而是積極走入群眾在日常生活實踐善業，慈心法人事業認為有機農業乃是深具人性關懷的事業，「有機」即為「生機」，就是對生長大地的熱愛，「人養地，地養人」關係密不可分。 本研究個案在有機農業推廣採取橫向整合模式，有慈心基金會積極輔導農民推廣有機農產品培育，鼓勵加入有機認證、審核，以誠信互動精神扮演生產者、消費者與政府的橋樑，致力有機農業永續發展，里仁公司成立更能有效將通過驗證，安全無虞的有機農產品及有機農產加工品行銷販售，達到生產者、消費者、銷售者三方受益互惠。
In terms of the current development of organic agriculture, it seems that conventions and modern aspects are integrated and employed although they appear to be contradictory. It, as a matter of fact, is the best mode in that people, milieu, and technology must retrospect to the development so as to respect the values of human lives, and to enable society to be sustainable. What is more, a devolvement plan for agriculture must draw back the land ethic in order to reach a state of co-existence in which the development of natural laws is upheld and t the efficiency of technology management is valued. In the research, we discussed that the modern living environment flooded with food additive abuse, natural environment pollution, changes in human diet, and an increasing number of endocrine disruptors all exert an influence on the uncertainty of digestion of diet in addition to potential risks in the living environment. After we had entered WTO, the produce cost of agriculture in our nation became relatively higher than that of other countries, which paralyzed our competitiveness with other courtiers in the light of prices and decreased the benefits of our national agriculture. With an increasing amount of the advocacy of green ecology emphasis and based on the development of sustainable agriculture, organic agriculture is becoming the trend of global development, hoping we could raise the competitiveness of partial produce under the free market segment. On the basis of the impact that we opened up a market for the import of produce, of an increasing amount of appropriate consuming consciousness that our nationals have, and of more and more focus on eco-awareness, etc, affiliated non-profit organizations in our nation have been established in succession during the past decade. Albeit the number is few so far, we can never underestimate its impact in terms of their advocacy of nationals’ daily diet habits, of the provision of the counsel of organic cultivation techniques, and of the supervision of the complete legislation of the government. The research project is concerned with Tse-Xin Organic Agriculture Development Foundation and Li-Ren CO. LTD; the earlier goes with the goal which promotes the concept of organic agriculture and assists and certifies organic agriculture, and the latter is to extend organic produce and the marketing of organic processing produce and to broaden the organic produce market. Due to special Buddhism background, Tse-Xin incorporation not only discusses the mystery of Buddhist doctrine and accepts financial support from followers, but also does some charity aggressively in our daily life. Tse-Xie considers that organic agriculture is an expertise equipped with concerns with people, that ＂organic＂ is ＂life＂, namely the love of the earth, and that “human and the earth” are closed related. The research project makes use of the integrated mode in the promotion of organic agriculture. Tse-Xin Organic Agriculture Development Foundation aggressively assists farmers in cultivating organic produce, encourages them to join Organic Certification and audit, acts as a bridge of producers, consumers, and the government through honesty and interaction, and devotes to the sustainable development of organic agriculture. The establishment of Li-Ren makes safe organic agriculture produce which passed certification as well as the marketing of organic processing produce more capable of reach a mutually beneficial state among producers, consumers and sellers. |
