    摘要:   國內從一九七八年第一條高速公路完工,帶來台灣經濟全面發展,政府陸續興建第二高速公路及快速公路等,在民眾環保意識逐漸提升之際,高速公路興建所帶來的環境破壞與生態影響,也開始引起非營利組織或民眾的關注,在建與不建的過程中,經常引起抗議事件,近年來最具爭議的莫過於蘇澳→花蓮間的「蘇花高速公路」的興建,為瞭解非營利組織在交通議題所扮演的角色,本論文以「非營利組織在交通議題的倡議角色-以蘇花高速公路為例」,針對經濟、觀光、交通、環保等議題做討論研究。   在研究過程中研究方法採用David Easton的「系統理論」執行各項議題的分析討論,其優點是「系統理論」可以簡化一些繁雜鎖粹的過程,直接以考量重點來執行研究分析,經「政治系統」分析後,將結果輸出如未達原預期結果,修訂輸入條件後再次重新輸入「政治系統」,此過程稱之反饋,只要結論未達原先非營利組織目標,便會不斷修訂,再輸入,輸出,如此反覆直至結果達到非營利組織目標為止。   長久以來花蓮對外交通不便,當地期盼興建高速公路加速經濟發展、促進觀光產業與對外連繫,政府在2002年正式核定興建蘇花高,唯其興建經費高達新台幣930億元的公共工程建設,政府的環境影響評估與決策過程,未經完整討論、評估及採納反對人士的意見,堅持先執行隧道開挖及橋樑工程,經非營利組織團體的抗議後,前行政院院長游錫堃在花蓮機場大廈剪採時,以民意及非營利組織仍有疑慮宣佈暫緩興建蘇花高,唯在緩建決策未經相關專業人員的討論,而宣佈緩建,延宕至今仍未有結論。   非營利組織在蘇花高的興建議題上,並非完全反對興建,而是期盼能針對其現況經濟、觀光、交通、環保等議題提出完整的評估與建議作為,且與沿線居民建立良好溝通管道,聽取非營利組織的建議,做成最後結論,再決定動工或停止興建,將是較為妥當的決策,且未來台灣還會遇到類似的公共議題待解決,從案例吸取相關經驗及決策過程,做為爾後處理之參考。
      The first Federal Highway which was one of the Ten Projects in 1971 had been constructed in 1978. This project brought up the Economy flying on Taiwan and had also created the miracle of Economy in Asia. Nowadays the government has planned to construct the second Federal Highway and Expressways. Meanwhile the environmental conservation concepts gradually flooding, people raise their voice against the policy, regarding of environmental and ecological destruction, also become the greatest concern issues by NPOs and common people. Under this situation the public construction often triggers protest activities. This thesis is named as "The Role of Advocacy NPOs in the Domestic Transportation Issues-the case of Su-Hua Free Highway". This article is based on realizing the role of NPOs on transportation, also focusing on all aspects among Economy, Sightseeing, Transportation, and Environmental Conservation to carry out the relation study of the decision-marking procedure of Su-Hua Free Highway.   This study utilizes David Easton's "System Theory" to analyze the Su-Hua Free Highway project. The advantage of theoretical structure simplifies research processes that directly cut into the main point to study the Policy System. Undergoing analysis which is called feedback doesn't correspond with expectation, re-inputting variously Policy System elements after modifying approach. The process keeps amending, re-inputting, and outputting until the conclusion corresponds with NPOs' goal.   During the past decades pursuing Su-Hua Free Highway construction by the residents in Hualien, promoting more commercial activities and sightseeing affairs, even though the voice of environmental groups called for the postponing or siege of the construction appeared and some resistance occurred, through the opinion survey we still find that most local habitants still stand on the side of proceeding the construction. This public construction required budget up to 93 billion NT dollars, had been past by the central government without environmental evaluation, discussing acception opinion from common people in 2002. Therefore, under NPOs protest, the former primer Yu Shyi-Kun declared to postpone the construction.   The NPOs have recommended the Central government focusing on those issues, such as economy, sightseeing, transportation, and environmental protection etc. . The following action, all the officials should report a complete evaluation and recommendation, also communicated with those residents under a good interaction, then collected and studied all opinions for the conclusion as well as decision-marking. By this case, we can learn the relative experience and decision-making process, how to solve those problems under the same situation.
