| 摘要: | 諾貝爾文學獎得主智利詩人（Gabriela Mistral）曾寫一首詩 世上很多事情可以等待，但孩子不能等的 他的骨在長，他的血在生，他的意識在形成 我們對他的一切不能答以「明天」 他們的名字是「今天」。 本研究的目的以臺南縣政府家庭暴力暨性侵害防治中心社會工作員，辦理兒童及少年福利法所規定社會工作員在兒童虐待處遇上的角色，從「工作」、「專業」、「制度」三個層面探討其問題，並提供改善之道，俾提供相關機關辦理之參考，期能落實兒童保護政策並防止兒童虐待事件之發生。 研究結果顯示，執行兒童保護的社會工作員角色多重且混淆，除了兒童及少年福利法規定的角色有：舉發通報者、調查者、安置者、司法協助者、公正的第三人、裁罰者、評估者、輔導者及紀錄者等九種角色以外，尚有法令未規定的角色如：接案者、支持者、資源連結者、個案管理者、教育宣導者、倡導者、及協調者及增權者等七種角色，合計有十七種角色。事實上社會工作員於臺南縣政府家暴中心還扮演福利經濟調查者、福利活動協助者及專業訓練主辦者等角色，角色多重且混淆，人力無法專職專用，有不足及個案量負荷過重的情形。研究結果建議：從制度層面： （一）健全家庭暴力暨性侵害防治中心體制，讓組織常態化，將任務編組者修編為正式組織，且人力專責專用，避免角色多重且混淆。 （二）增編社會工作師人力：避免社會工作師因壓力過於沉重，讓有心或有興趣的社會工作師裹足不前，或有其他職缺即轉換工作跑道；對於資深社會工作員未取得社會工作師執照者，協助輔導其取得社會工作師執照。 二、從專業層面：加強在職訓練及壓力管理能力：面對非自願性加害人的質疑與挑戰公權力的情事不斷的上演，社會工作員宜不斷提昇輔導技巧及紓解壓力的能力，才能從容應對，並從輔導績效來自我肯定其工作價值。有關辦理在職訓練與宣導活動，宜委託民間團體來承辦。 三、從工作層面：建請由主管機關兒童保護社會工作員扮演第一線角色，代表公權力介入調查訪視受虐兒童，並提供緊急救援、醫療救治及庇護服務；受委託之民間團體擔任第二線角色，提供定期訪視輔導及後續必要之協助。
The Nobel Prize winner Chilean poet (Gabriela Mistral) had written a poem:Many things you can wait, but children notTheir bones growing, their blood bearing, their conscious formingWe can't say their all 「tomorrow」Their name is「today」 The motive of this research is to touch the problem about three different aspects of work, profession and system as with respect to the Tainan County Government welfare worker on the family violence and sadistic prevention center that the social worker how to play the role to provide the teenager-welfare law.The research is to treat the way well and furnish the related organizations to refer and put the children protection policy into force to avoid the event of the children's ill-treatment to occur. The outcome reveals the complex and misleading roles of the executing social welfare workers of the children's protection. Besides the teenager-welfare law supplies the roles including informers、investigators、 placers、judicatory consultants、trusted third party、umpires、evaluators、guides and recorders, other unprescribed roles such as acceptors、supporters、resource connectors、individual managers、educational propagators、preachers and coordinators, there are all seventeen roles. In fact, our welfare workers still play the researchers of the welfare economics、the assistants of the social security and the professional trainer at the Tainan County Government, the roles are complicated and puzzled, manpower diverted by the shares can't dedicate to the teenager-welfare law, the insufficient case and overweight burden are all the same. The result of the research comes to the conclude that: 一.Institution aspect (一) Reorganize the institution center to avoid the family violence and resist the persecution of sex, let the organization normalized, and the task rolls are reorganized and formalized, manpower is dedicated to work on duty to prevent the confused veil. (二) Increase the social worker's manpower: to make the pressure of the social work low to attract many workers to do it, and for that haven't gotten the license, we owe to supply them training to get the licenses. 二.Profession aspectStrenghen the professional training and pressure management abilities: when to face the suspect of the unvoluntary persecutee and the increased challenge of the official power , the social workers have to promote the skill of profession and relax the pressure to confront easily and get the self-confidence from the guide performance. Pertinent to the propagation of the on-job-training, had better to the private community. 三.Work aspectWe recommend that the social worker of the children protection to play the first-line role, represent the official power to interview the suffering children and supply the emergency first-aid、medical care and shelter service, and the private community assumes the second-line role to give the periodical interview and assistant, also the necessarily consequent help . |
