    Abstract:   本研究以國藝會補助美術類為例,運用公共政策評估理論基礎內涵,以國藝會宗旨及目標為評估指標,評估國藝會補助美術類藝術家之結果為何,除以國藝會歷年成果報告書中的數據做產出結果分析外,以藝術家現況與回應資料綜合分析問題以達以下之目的:   (一)探討受補助後藝術家之現況,分析國藝會補助政策是否有助於或影響藝術家之創作環境、展覽機會或經濟生活改善之情況,以了解補助影響因素為何。   (二)調查受補助之藝術家對於國藝會補助政策滿意度、需求與期望,以了解藝術家所需國藝會提供的藝術補助環境為何。   (三)分析國藝會現行補助機制,與受補助者之需求差異為何。   (四)根據以上研究結果,提出具體建議,以提供國藝會政策修訂時之參考。   本研究採以質性研究為主,利用搜集相關文獻資料進行問題探討與分析,以國藝會歷年之年報及相關報告書中之數據之整理與分析為基礎,藝術家訪談的資料為補充,以協助本研究之進行與佐證。由個案歷年常態補助(86~92年間)對象中擇選訪談對象,計有八人:包括姚瑞中、鄭政煌、曾長生、林煌迪、陳建榮、王文志、林美雯以及陳香伶,以了解藝術家的背景、藝術創作歷程概況、經濟收入情況及補助情形做一概要簡述,之後再做現況分析,了解藝術家在藝術創作歷程中所面臨之問題,及國藝會補助扮演的角色為何。經過研究者的研究之後,結論與建議如下:   一、研究結論   (一)目前國內藝術補助金來源,以國藝會為最大宗,但在資源有限之下,藝術家所能分配到補助經費很低(個人創作項目一年最高補助上限為36萬,研究對象之藝術家大多數一年可獲得24萬經費補助,其他項目則更低)。   (二)國藝會的補助對藝術家具有正面的影響。   (三)國藝會提供的補助資源,是短暫性的,實質上仍無法落實改善藝術家的生活問題。    (四)藝術家受國藝會補助後與未獲補助前之差異並不太,而國藝會的補助效益,僅在於成就個案計畫之完成。   (五)藝術家所需求的支援,非止於經費的提供,而在於是否能輔導或輔助藝術家自力更生。 二、研究建議    (一)對國藝會之建議:1、在檢查制度方面,國藝會進行評鑑或考核時,應以不影響創作者為原則。2、在審查制度方面,應朝多元藝術方向發展,避免單一風格之走向。3、在評審過程之中,開放給外界參與,以公聽、公開、透明化方式進行。4、延長審核時間,讓評審能實際察訪,與申請之藝術家做面對面溝通。   (二)對藝術家之建議:1、不要過度依賴藝術補助,應可另尋其他資源。2、藝術家應多方積極尋求行銷通路,以推廣作品的售銷。3、集合藝術家之力量,反應其真正需求。   (三)對文化政策之建議:1、政府制定文化政策時,應針對藝術家的生計或藝術創作的環境等問題加以考量。2、以國藝會為藝術補助單一窗口,使藝術補助資源集中。3、在募款方面,政府應擴大拓展民間資金的投注。4、政府應積極推廣民間的欣賞藝術與參與,同時藝術環境之資源亦隨之增加。
      This thesis takes the the grants endowed by the National Culture and Arts Foundation as an example, analyzing the goals and criteria of the governmental sponsorship of the visual artists. This study investigates the situations of the grant recipients over the past years with the following questions:   1、 Have the current creative circumstances, exhibition opportunities and economic conditions of grant recipients improved?   2、 Are the grant recipients satisfied with the grants? What other kind of support do they expect from the Foundation?   3、 What are the discrepancy between the sponsorship of the Foundation and the needs of the artists?   4、 What and how the sponsorship policy of the Foundation can be adjusted? This study applies Qualitative Research that includes literature analysis and interviews with artists. The literature analysis focuses on the annual reports of the National Culture and Arts Foundation from 1997 through 2003, and the interviewees are eight of the grant recipients over these years. The content of interviews focuses on the professional background, creative circumstance, economic conditions of the artists and how did the grants help them. This thesis concludes with several suggestions to the Foundation, to artists and to the sponsorship policy-makers.  1、Conclusions:   (1) Even the National Culture and Arts Foundation is the largest art sponsor in Taiwan, the subsidy each artist can get is still very limited(the cap of each project by individuals is 360,000NTD a year, and most of the interviewees in this study were endowed 240,000NTD. Grant applicants other than artists usually are endowed even less).   (2) The endowment policy is generally deemed positive to the artists.   (3) The grants are not able to improve the living of the artists on the long-term basis.   (4) The sponsorship of the Foundation is project-oriented, artists don't feel their lives are much changed with or without grants.   (5) What artists expect is not just financial support but a system within it they can make a living by themselves.   2、Suggestions  (1) Suggestions to the National Culture and Arts Foundation1.1 The evaluation of entries must not influence their creators.1.2 Avoid sponsoring only particular types of projects. The endowment policy must be as diversified as possible.1.3 The selection procedure should be open and transparent to the public.1.4 Selection juries should communicate with the applicants face by face before making decisions.   (2) Suggestions to Artists2.1 Do not overly depend on governmental support. Find other possible resources for their creation as they can.2.2 Promote their artworks in several ways and consider the opportunities of selling their artworks.2.3 Unite artists to express their actual needs.   (3) Suggestions to Sponsorship Policy3.1 An art sponsorship policy should include creative environment and the living of artists in consideration.3.2 Currently, art sponsorship in Taiwan is conducted by several institutes, resulting in policy inconsistency. The National Culture and Arts Foundation should be the only institute of art sponsorship under a uniform policy.3.3 The government should raise money from civil sector for art sponsorship.4.4 Promote public participation to further bring resources for art creation from the public.
