摘要: | 司法院民事執行事件遠端登錄系統提供債權人直接透過網際網路登錄遞狀資料,可減少法院作業與公文往返時間,加快不動產財產限制登記作業速度,降低債務人脫產機會。民事執行事件遠端登錄系統業務從九十二年底開辦至今,使用率甚低,僅約1.96%。本研究主要目的在探究影響司法院民事執行事件遠端登錄系統的使用因素,以提出適當建議供司法院及台灣雲林地方法院參考。本研究以解構計劃行為理論為主,並參考理性行為理論、計劃行為理論、科技接受模式、創新擴散理論、Gefen et al.(2002)等相關文獻為輔,建構出研究架構,問卷內容並採專家的評估與建議設計,以實證研究方式,對台灣雲林地方法院民事執行事件大量遞狀債權人發放問卷,透過描述性統計、信度與效度檢定、卡方檢定、t檢定、單因子變異數分析、複迴歸分析、相關分析等統計分析方法進行資料分析,分析結果顯示自覺實用性、外部影響、同儕影響、技術幫助條件、自覺易用性、自覺行為控制、相容性、態度等八個影響因素,影響民眾使用意願較為顯著,其中以自覺實用性、外部影響、同儕影響、技術幫助條件之影響最為顯著。 The judiciary online civil execution case submission system provides the creditors to file their cases through the World-Wide-Web which could decrease the time spent on the judiciary operation and documents delivery and expedite the operation speed for the restricted registration of real property, and therefore lower the opportunity for the debtors to manipulate their property. Since year 2003 when the judiciary online civil execution case submission system was initiated, its usage rate has been low, about 1.96%. This study is mainly to explore the factors affecting the use of judiciary online civil execution case submission system and then propose appropriate suggestions for the reference of Judiciary Yuan and Taiwan Yunlin District Court. This study is primarily based on the Decomposed Theory of Planned Behavior (Decomposed TPB) to build the study structure, and supplemented by related theories as Theory of Reasoned Action (TRA), Theory of Planned Behavior (TPB), Technology Acceptance Model (TAM), and Innovation Diffusion Theory, Gefen et al.(2002). The content design of the questionnaire adopts the evaluation and suggestions from professional persons and sends questionnaires to massive quantities of debtors who filed their cases on civil x execution events in Yunlin District Court; through the statistical analysis method of descriptive statistics, estimation of reliability and validity, Chi-square test, independent-samples t Test, oneway ANOVA, multiple regression, correlation analysis and etc. to proceed data analysis. The results revealed that perceived usefulness, external influence, peer influence, technology facilitating conditions, perceived ease of use, perceived behavioral control, compatibility, and attitude these eight factors apparently affect the willing to use judiciary's online civil execution case submission system, and among them the perceived usefulness, external influence, peer influence, technology facilitating conditions are the most significant. |
