Abstract:	歐盟還沒出現之前，歐洲經濟共同體( European Economic Community,簡稱EEC)已經就有社會政策的框架雛形，後來的歐盟社會政策就是延續著之前歐體的框架發展，自九０年代以來，歐盟嘗試以「開放協調機制」的方法來推動社會政策。為了解決各會員國日前面臨嚴重的失業問題，歐盟在九０年代後期新增就業策略。阿姆斯特丹條約後，歐盟正式開始歐盟就業策略（European Employment Strategy, EES），該策略改變共同體在社會政策方面運作方式，從原來以「指令」( Directive)為主的政策體系，到「更加接受差異性和鼓勵半自願型式的協作」(acceptable difference and encouraging half voluntary cooperation of modelling further)的方向發展，這種「開放協調機制」比之前的「指令」模式更具有彈性，這表示歐盟社會政策由統治( governence)向治理( administration)的概念轉變。　　　歐盟會員國之一的西班牙，在尚未參與歐洲統合的佛朗哥時代，其失業救濟金花費甚鉅，為了失業勞工基本生活的保障的確有所幫助，但在預算排擠效應下，反而使西班牙政府未能在創造就業機會上多所著墨，讓失業狀況陷入惡性循環，而沒有根本性的解決，加入歐洲共同體後，西班牙的失業率大幅降低，除了歐洲共同體給予大量的經濟援助外，而且在共同社會政策影響下，西班牙的勞工政策必須有相對應的轉變。　　　本論文欲從歐盟的社會政策談起，以其中的勞工政策為中心，討論歐盟國家僵化的勞動市場，歐盟如何以就業策略來因應高失業的勞動市場。其次西班牙的經濟狀況與失業率，與歐盟經濟情況較好的國家相比，都有相當大的進步空間，歐盟的社會政策、如何影響西班牙政府？西班牙參與歐洲整合後，經濟市場產生如何的衝擊，是否改善西班牙就業市場的情況？以上皆為本論文的觀察重點與研究目的。　　Before European Union has not appeared yet, there is a frame embryonic form of the social policy in European Economic Community. The current frame is developed before the social policy of European Union later on is extended. Since 90s, European Union tried to promote the social policy with the way ( open method of coordination) . Faced the serious problem of unemployment in order to solve every member state, European Union increases European Employment Strategy.　　　After Treaty of Amsterdam, European Union uses European Employment Strategy formally. This strategy changes the community and operates the way in social policy. the original policy system was Directive,and then the later one is oriented towards acceptable difference and encouraging half voluntary cooperation of modelling further.It shows that the social policy of European Union has transferred governance into administration.　　　Spain , one of European Union member state , It cost much on the the unemployment benefit.　　　After joining the European Economic Community, the rate of unemployment of Spain is reduced by a wide margin. Besides offering a large number of economic aids in the European Economic Community, and under the influence of common social policy, there must be corresponding transitions in the labor policy of Spain. 　　　This thesis wants to speak of from the social policy of European Union. Putting the labour policy as a centre. European Union how tactics it comes to be because should labor market of unemployment more with employment . After Spain participates in Europe's combining, the impact that OK that the economic market produces , improve the situation of the Spanish careers market? The above, all for the observation focal point of this thesis and purpose of studying.
