摘要: | 本文探討文化政策與城市風格的關係,並嘗試說明高雄市城市受文化政策轉換的城市風格;基本上,城市風格的轉變,顯示出一個社會的文化再現(representation)方式所具有的獨特意義,在當中人類社會的形態與特質展現出來,所以本文試圖從高雄市自1998年政黨輪替後,在文化政策的建構過程中,探討城市風格的轉向與生活美學之面向。 本研究透過深度訪談及文獻資料蒐集分析的方式,將文化政策轉換之城市風格特性以市民感受做分類,發現可將其歸納為文化政策轉向、城市風格轉換、消費與美學意識三個面向;提出分析和理解,同時提供未來地方文化政策參考之建議。經過調查研究後,本研究歸納出下列幾點結論,依序如下: 一. 文化政策影響了高雄市「城市風格」的重構,但是因重構時間尚短,改變並不顯著,因此「海洋城市」這個政策還是政策口號大於實質義意的階段。二. 高雄市「城市風格」出現和過去不同的轉向,城市光點初現,但是改變時間尚短,尚未形成鮮明的「城市風格」符碼。三. 市民對藝術的解碼能力有疏離感,形成民眾處於被動的參與,主動的消費,市民的文化藝術美感品味養成尚無明顯的改變,而公共空間消費化及吸引消費明顯增加。 The purpose of this study is to explore the relationship between a city’s cultural policy and its style. Our attempt is to illustrate the influence of city government’s change in cultural policy on the development of city style of Kaohsiung city. Essentially, a shift in city style generally reveals the distinct specification of cultural representation of a society, within which morphology and characteristics of human society is exhibited. The purpose of this study is to examine the change in city style and aesthetic life of Kaohsiung city in response to the rebuilding of cultural policy since the shift in political authority from KMT to DPP in 1998. Through in-depth interviews, collection and analysis of documents and datas, we categorized the shift in city style in response to policy changes according to the feelings of city residents. It is discovered that the shift in style could be drawn into three aspects: the redirection of cultural policy, the change in city style, and the general public’s sense and attitude towards consuming behaviour and aesthetics. Our study provides analysis and interpretation according to the above-listed fields, as well as suggestions on the development of local cultural policy for future reference.After research and analysis, the following conclusions are drawn respectively: 1. Cultural policy has affected the reconstruction of "city style" of Kaohsiung. But on the other hand, since the period of reconstructing is still short, the change has not been significant. Therefore, the policy on building an "Ocean City" would likely remain a slogan at the moment, instead of having much substantial meaning to the city and its residents.2. There is redirection of "city style" of Kaohsiung that has been different from those of the past. Points of "light" appear around the city. But since the period of change is still short, these "lights" have not formed eye-catching symbols that could represent this city.3. There is still a sense of dissociation between city residents with arts and cultural life. The ability of city residents to decode the meaning of arts and culture is not strong. As a result, residents tend to be passive in their participation in cultural activities, but, interestingly, rather active in taking the consumer role. There has not been obvious changes in the cultivation of residents’ cultural, artistic, or aesthetic taste. Consumerization of public spaces and attempts to attract consumer behaviour have increased significantly. |
