    Abstract:   文化創意產業因具公益性、合理及正當性,極需政府介入補助,所以,如何補助及補助是否公平等就有深入探討的必要。    本研究試圖了解中央政府對演藝團隊扶植措施及受補助者對政府政策的反應,分別就『目標達成度」、「政策執行力」、「政策執行的道德倫理」等評估指標進行研究。透過深入訪談業務主管機關,同時利用問卷調查瞭解受補助團體對於補助政策的回應。本研究發現,政府行政人員能力、人力的不足,影響行政執行效率,造成相關單位權責不清;又由於政治力介入及關說壓力,致使評鑑制度不完善,影響補助資源分配的不公平及浪費;整體而言,受補助團體對於補助政策的回應呈現是不滿意的。     本文從中歸納,政府應從提昇官員能力、簡化相關手續及改善評鑑制度等著手,才能使補助政策更合宜並達成預期效益。
      Since its characteristics of externalities, the cultural creativity industries has always been needy on governmental grants. It is worthy to look at the funding mechanism and the satisfaction of recipients to know how and why it works.    This thesis is aiming to explore the grant policy funding the entertainment groups by the Taiwan central government in 2006. The author conducted interview to understand the official’s viewpoint of the grant policy. Survey is also employed to investigate the recipients’ satisfaction on the grant policy based on three criterion including goal attainment, the implementing capacity, and the ethic of the funding committee.    Briefly, the research results show that current grant policies are not efficient due to political reasons and a lack of professionalism from the funding committee. They suggest that Taiwan central government should simplify the process of grant policies and evaluation systems so that the expected results could be reached.
