    Abstract:   本研究是以阿里山森林鐵路沿線及遊樂區之樣本基本資料、自然生態的特性、員工的期待、文化資產的永續經營、遊客期待與滿意度、財務營運分析、BOT後競爭的差異等內容作為個案研究的議題。   阿里山森林遊樂區顧名思義是屬於生態旅遊的地方,又兼具養生及遊樂區場所,現在是生態環境保護意識抬頭,對於自然生態的維護是義不容辭;民國八十七年依行政院指示展開規劃,將阿里山森林鐵路沿線及遊樂區依促參法民間參與的方式,引進民間資金及企業化精神與經營方式理念,將阿里山森林鐵路與阿里山森林遊樂區的自然生態、環境景觀與文化資產之維護、保育功能再更有效的發展出來。   今阿里山鐵路的經營年年虧損,林務局於2007年即將阿里山森林鐵路委外,民間合作在公共事務上是否可以作的更好?是否讓民眾得到更好的品質服務?國家資源重分配是否得當?這些也是政府在改造過程中不能忽略的問題,因為公共事務最終目的是在為全國人民提供服務,謀求福利及實現社會公平正義,這樣與民間合作才有意義。目前在政府財務困難及稅收嚴重短少下,補助的經費有限,再加上使用公共財的人數增加,造成公共財使用耗損率越來越高,其結果又把這筆帳算在人民身上,例如增加稅收、罰款、規費的提高等,變相的讓人民分擔公共財的支出,這些議題都是政府部門要檢討改進的地方。   阿里山遊樂區及森林鐵路的經營,天然災害頻繁,不是地震、颱風及豪雨所帶來的災害,記得921大地震時,林務局就支應了2-3億的維修費用,這些種種的天然災害都會影響到經營的盈虧,其次是用人的人事費也占其很大的包袱,且公務機關內大部份均未去評估衡量其成本,日積月累的情形下,阿里山鐵路及遊樂區以三合一方式委外辦理,政府先期投資項目及金額以「阿里山森林鐵路預訂改善計畫」為依據,分年編列預算辦理,未來設備重增置部份由民間機構自行辦理;森林鐵路營運成本及費用部份,除一般營運成本外,應參考歷年來天然災害復舊費用,估算年度支出,列入核算;森林鐵路營運補貼以固定金額補貼方式規劃為原則;員工安置部份,辦理調查員工意願及試算安置需要經費,報行政院爭取最優惠方案及安排轉任工作事宜。   未來阿里山鐵路及遊樂區委外後,後續的動作,民間的經營模式如何?政府機關該如何用適當的法規來監督,讓雙方都能夠合作愉快,且雙方都能有相同共識,不只以利益為出發點,更希望先以自然生態的保護為優先考慮,因為阿里山只有一個,將來我們還要給下一代一個交代。 
      This research has been conducted by all aspects of the sample materials of Alishan forest railway and amusement park, the characteristcs of naturally ecologic environment, the expectation of staff in amusement park, the ongoing management of culture assts, the expectation and satisfaction of tourists, the analysis of financial operation and the differenc of post-BOT competition to understand the enterprising of non-organizations.   Alishan ass its name suggests the place where belong to the eco-tour along with the consciousness resuming in environmental protection, the Executive Yuan in 1998 instructed to draw out the Alishan forest railway and amusement park through the connection of private funding and commercial operations with enterprising spirit to effectively present the Alishan forest railway and its natural ecosystem and the protection of environmental and culture assets.   In 2007 Forestry Bureau authorized the private enterprise to manage the Alishan forest railway in a nonprofit operating madel. Under this circumstance, the govermment shall not neglect the issues rising between the nonprofit-seeking orientation of enterprises and ultimately purpose of public affairs in enhancing social service, welfare and justice with the utilization of public property.    The operating madel and further problems of nonprofit-seeking orientation in Alishan forest railway and amusement park have been explored through this research. For along-term corporation between govemment and private enterprise in nonprofit operation, the govemment shall make proper regulations to supervise thereon. Oh the other hand, the private enterprise shall stand on the priority of environmental protection to education our next generation to reserve the Alishan and its natural ecosystem while running the nonprofit-seeking operations day-by-day.
