    Abstract:   戶外教學是「走出教室」的一種學習。學生除了在校內學習課本的知識外,並可透過戶外教學活動的參與,學習課本以外的知識,並得印證課堂上的知識。近年來旅遊安全事全頻傳,加上法令規範政府公家單位採購的標準,使得辦理戶外教學流程及手續更顯繁複。目前大多數學校係委託旅行社承辦戶外教學,除可提供學校單位完整及詳細的旅遊資訊,更能以「單一窗口」簡化教師辦理戶外教學的工作量,因此如何評選出優質的旅行社承辦戶外教學活動是台灣小學目前普遍面臨的課題。    本研究目的在建構一套承辦國小戶外教學旅行社的評估模式。首先整合相關文獻及專家意見選定關鍵評估準則,並利用模糊層級分析法(Fuzzy Analytic Hierarchy Process, FAHP)建立一套旅行社的評選模式及計算各評估準則的權重,再配合決策人員對三家旅行社進行替代方案評比,進而得出最終的評分,作為決策的參考依據。結果顯示四個主準則中以「安全性」最受教師重視;而十五項次準則中又以「交通工具的安全性」、「能迅速處理顧客的問題」、「旅行社對學校要求事項的配合度」、「安排的領隊與司機的經驗及水準」、「提供的遊程及活動是否適切」等因素最受學校決策單位重視。    本研究所建構之模式具有數理統計基礎,希能提供台灣的國小一套客觀、有效的方式來選擇最適的承辦戶外教學的旅行社。
      Outdoor educational education is one way of learning, which provides the opportunities for students to learn the knowledge outside the classroom. However, recently traffic accidents and injuries taking place during outdoor teaching and strict regulation imposed on the government purchase both make organizing outdoor education activities a tough job for school teachers. It is common that most of schools entrust a travel agency to organize outdoor educational activities in order to relieve the burden imposed on the teachers and streamline the procedures necessary for the completion of activities. As a result, how to select a good travel agency to outdoor educational activities is an important issue.     The purpose of this study is to construct an evaluation system applied on the selection of travel agencies. First, the study compiles a series of key evaluation criteria from the literature and experts and builds a hierarchy of such criteria. Then , by applying fuzzy AHP the study calculates the weights of each criterion and based on them, the final scores obtained from three travel agencies are provided as the reference for decision making. On the basis of four main criteria and fifteen criteria, “safety” is the major criteria that teachers concern whereas the condition of vehicles, efficiency of responding, cooperation, profession of tour guide and driver, etc. are greatly valued by the authorities concerned at school. The outcome of this study provides an objective and effective way in the selection of travel agencies which organizes outdoor educational activities.
