    Title: 身心障礙者職業重建服務模式之探討-以彰化縣為例

    Abstract:   本研究以探討身心障礙者職業重建服務模式以彰化縣為例為主題,針對彰化縣身心障礙者職業重建服務模式進行研究,希望透過研究結果建議修正彰化縣服務運作模式與實際架構,並隨研究結果而調整,以提供更適切優質服務為研究目的。由於政府法令變遷直接影響身心障礙者就業服務之推動,本次研究為彰化縣提供身心障礙者職業重建資深之職業重建工作者共五人為訪談對象;首先運用文獻分析及半結構式深度訪談法進行研究,在文獻分析上以身心障礙者職業重建服務發展歷程及相關理論等,用以作為理論與實務分析之依據;其次,利用訪談者與受訪談者相互交談達到意見交換與建構研究脈絡,並完成訪談資料整理歸納共同現象,於是進行分析並作出結論。經分析結果獲致下列結論:一、不管是自辦或委辦單位的職業重建服務模式都是相同的無明顯差異,且職業重建個案管理員服務量績效指標具有明確性,於年度結束前都能達成績效。二、職業重建個案管理員扮演著資源整合者的角色,專業任用資格法令已明確規範,惟年齡與工作經歷因素將影響到專業判斷及資源整合能力。三、庇護工場數量不足,導致中、重度身心障礙者無法安置,轉而進入社政單位的社區日間作業設施服務。四、職業重建專業人員尚無專業倫理守則之規範,受到人為操控及績效影響下,個案無法獲得最大的利益,產生專業倫理議題。根據上述結論提出以下建議:  職業重建專業團隊須以信任基礎為前提,落實溝通協調,放棄高高在上的本位主義,在專業倫理未能制度化,勞動部勞動力發展署應加緊腳步進行探討,早日提出專業倫理守則草案供各縣市政府部門參考,現階段仍需仰賴職業重建專業督導實施把關,以符合服務過程中身心障礙者的自主與賦權;此外,宣導營利事業單位設置庇護工場及提早介入特殊教育學校高中、高職的就業宣導,將有利於彰化縣政府職業重建就業服務模式的運作。
      The subject of the thesis is about the career reconstruction service model for the disabilities in Changhua County. It aims to offer constructive suggestions for this service model, in order to improve the quality of service. The transformation of government policy would have a significant impact on employment of the disabilities; therefore we interviewed five senior case managers of vocational rehabilitation working in Changhua County. So as to have a solid foundation for research, we studied the history of the career reconstruction service for the disabilities and related theories with literature review. By interviewing with case managers, it supported us to discover the recent phenomena of career reconstruction service in Changhua County. The following conclusions are obtained: Firstly, there is no considerable difference between self-handled and entrusted mode. The KPI for case managers of vocational rehabilitation is clearly defined, and would be accomplished before the year end. Secondly, the case managers of vocational rehabilitation are in the character of integrating resources, which is written on regulation of official participation. Yet the age and working experience is related to the professional decision and resources allocation. Thirdly, the shortage of shelter workshop causes the difficulty in settling down the moderate and severe disabilities. Thus they were sent to Community Day Job Facilities Services under Social Affairs Section. Lastly, there is no code of ethics for case managers of vocational rehabilitation. Under the improper management and performance orientation situation, the benefit of the disabilities cannot be guaranteed.  The following suggestions are made according to above: The career reconstruction service team should make trust as the foundation and have effective communication with each other, other than maintaining a high profile. Workforce Development Agency should put more effort on formulating code of ethics for case managers, providing draft for local government to stick to. At the present stage, it could only rely on senior assistants for assuring of the rights and autonomy of the disabilities. Furthermore, urging the enterprises to set up shelter workshop and building up the concept of sheltered employment earlier in special education school would be advantageous to career reconstruction service model for the disabilities in Changhua County.
