    Abstract:   自1995年全民健保開辦以來遇到許多財務問題,使得全民健保必須改革,終於在2013年二代健保上路,但隨著時代的進步,醫院經營更加不容易,故探討醫院的經營問題逐漸成為醫院管理者及主管機關最重要的議題。本研究運用資料包絡分析法探討2011年至2013年二代健保實施前後期間中部醫院經營績效,分析結果顯示在生產指數方面2012-2013年期間醫院經營績效呈現退步情形,並針對2013年103家評鑑合格醫院作經營績效分析,整體上私立醫療機構表現優於公立醫療機構;醫學中心在醫院經營效率各方面平均表現較佳,在規模效率方面則是地區醫院表現較佳,分析中許多家地區醫院有規模報酬遞增情形,表現較差則是區域醫院;非教學醫院表現優於教學醫院。最後,針對本研究之結果提出建議以供為醫院管理者及主管機關之參考。
      Taiwan’s national health insurance, facing many financial problems since it was launched in 1995, was forced to reform itself and the 2nd Generation NHI was therefore put into place in 2013. With the progress of the times, hospital management grows more difficult and thus hospital management becomes the most important issue of concerns of hospital administrators and health authority.  This study analyzes the operating performance of the hospitals in central Taiwan from 2011 to 2013 by Data Envelopment Analysis (DEA). Its result shows that, with regard to Malmquist Productivity Index, the operating performance of the hospitals in central Taiwan decrease both in 2012 and 2013. It also analyzes the operating performance of 103 accredited hospitals in 2013. In general, private hospitals perform better than public hospitals.  Academic medical centers averagely perform better in all aspects of managerial efficiency. While medical centers perform better in technical efficiency, private hospitals perform better in scale efficiency. In terms of scale efficiency, many local community hospitals have increasing returns to scale whereas metropolitan hospitals perform worse; teaching hospitals better than non-teaching hospitals.  Finally, suggestions based on the results of this study are provided for hospital administrators and health authority.
