摘要: | 隨著幼兒教育的發展與對特殊教育的重視,如何教導特殊需求幼兒,給予適當的教育越來越受到重視。我國各級教育行政機關因應法令的訂定,在學前已落實融合教育政策多年。當教育政策的制定與執行因為時代環境的需求而有所改變及調整之際,我國執行學前融合教育政策已超過十多年,其執行成效如何?與政策規劃的結果是否一致? 本研究主要採用質性研究方法,藉由探討目前台中市學前融合教育政策的實施現況及分析其執行成效,以瞭解不同層面之利害關係人在執行時所遭遇到的困擾,藉以提供可能的解決之道,期許大家對於學前融合教育政策有更好的調適與認同,進而改善學前融合環境的品質,提升特殊需求幼兒在融合環境下的學習與適應之成效。 學前融合教育政策的實施成效之研究結果,研究發現:一、教師的態度、家長的配合及巡迴輔導教師的協助是推動學前融合教育成功的主因。二、擬定及執行個別化教育計畫的推動在執行率方面具相當之成效。三、家長對融合班教師予以肯定,在教育特殊需求孩子遇困難時會尋求教師的協助與幫忙。四、特殊需求生在學前融合的環境中有顯著成長。五、台中市學前融合教育政策在透過逐年逐步的調整與實施,及結合宣導手冊、網路資源的提供等相關配套措施,用以達成融合之目標與精神。 並就研究結論提出相關建議,以做為修正與推動台中市實施學前融合教育政策之參考。 As the development of preschool education and special education are highly valued, the questions of how to teach children with special needs to offer them with proper education are getting more attention. In our country, educational organizations have implemented the inclusive education policy for years based on the laws. The planning and implementation on educational policy meet the needs of change and adjustment as time goes by. Besides, our country has implemented preschool inclusive education policy for more than a decade. This research is going to discuss some relative questions. What is the effectiveness of the implementation on inclusive education? Does the result match the prediction of the planned policy? This research is mainly based on qualitative research strategy. Through discussing current implementation of preschool inclusive education policy in Taichung City, we can understand the problems that people from different aspects may encounter when they are working on the program. Some suggestions will be made accordingly. By doing so, we hope people may have better adjustment and identification toward preschool inclusive education. Hopefully, the quality of preschool inclusive environment may be improved. It is also hoped that the learning and adoption of children with special needs under inclusive environment may be promoted. The main findings of this research on the implementation effectiveness of preschool inclusive education are as bellows: A. Teachers’ attitude, parents’ cooperation and itinerant teachers’ assistance are the main factors to successfully promote preschool inclusive education.B. The implementation efficiency of making plans and implementing individualized education programs is very good. C. Parents are positive about teachers’ performance in inclusive classrooms, and they will ask for teachers’ assistance when they confront difficulties on teaching children with special needs. D. The improvement of children with special needs in the environment of preschool inclusion is significant. E. To achieve the ultimate goal and spirit of inclusion, the preschool inclusive education policy in Taichung City is gradually adjusted and implemented year by year, combining with information supply, such as promotion booklet, website resources, etc. Based on the conclusion of the research, some suggestions are recommended as a reference for the revision and promotion of implementing preschool inclusive education policy in Taichung City. |
