    Abstract:   由於人類過度使用地球資源,使得生態環境改變與氣候變遷,常常造成非常巨大的損失,因此世界各國積極發展新能源,強調節能減碳與能源來源多元化,各國制訂新能源政策的最主要目的是減少對石油的依賴,積極發展風力發電、太陽能發電、水力、生質能、地熱能和海洋資源等新能源,逐步降低一次性化石能源在能源消費結構中的比重。  日本的國內自產能源有限,需仰賴國外進口大量的原油、煤及天然氣,而2011年福島核災後其電力產生缺口,面臨核電存續問題,日本政府對能源政策進行全面性及系統性檢討,重新研擬綠能產業政策,以符合民間及產業的需求。台灣的能源供應來源與日本相似,故日本在經歷福島核災後面臨的能源課題及因應方式,值得我國借鏡與擬定重要能源政策之參考。
      Excessive use of the earth because of human resources, resulting in changes in the ecological environment and climate change, often resulting in huge losses, so the world actively develop new energy, carbon reduction emphasizes diversification of energy sources with the countries to develop a new energy policy is the main purpose reduce dependence on oil, the positive development of wind power, solar power, hydro, biomass, geothermal and marine resources, new energy, and gradually reduce the proportion of disposable fossil fuels in the energy consumption structure.  Japan's domestic production of energy is limited, you need to rely on foreign imports large quantities of crude oil, coal and natural gas, while the 2011 Fukushima nuclear disaster of its power generation gap, the existence of the problem faced by nuclear power, the Japanese government for a comprehensive energy policy and a systematic review re-elaboration green energy industry policy to meet the needs of the people and industries. Energy supply sources in Taiwan and Japan wanted to like, so the Fukushima nuclear disaster in Japan has experienced facing energy issues and respond the way, it is worth to learn from and develop an important reference for our energy policy.
