英語成為世界的共通語言，對發揚英國文化有相當大的助力，擔任英國政府專責推廣文化外交並創造教育機會的英國文化協會（British Council）更顯其重要性。英國文化協會不僅是英國政府推展英國文化的重要推手，更藉由推動英語教學，發揮與當地國家建立互信、友好及合作關係的功能，而嘉義縣的英語村亦在全球化潮流下產生，為我國政府推動文化與英語的投影。惟英國文化協會是由強勢文化的諄屬機構在異國推展母國文化、展現其對現今全球的影響力；後者則是由地方政府主動推行外來強勢語言的學習、反應英語全球化後在當地所造成之現況。本研究希望瞭解英國文化協會在台灣推動英語教育的動機、目的與過程，以及英語文化對我國帶來的影響，藉由英國文化協會在台推動英語教育的經驗，探討台灣英語教育環境的問題，並對台灣推動英語教育提出具體建議。 English has become the common language of the world, and it is beneficial to carry forward the British culture. British Council’s status shows more important because it takes the responsibility to represent the British government to promote cultural diplomacy and create educational opportunities. The British Council not only plays an important role to promote British culture for UK government but also establishes mutual trust, friendship and cooperation with local countries by giving impetus to English teaching. By the same token, Chiayi County English village arises with the trend of globalization and it is the projection of the government to promote English. However, the British Council is an affiliate of a mighty culture to promote home culture in foreign countries and it shows its influence on the world nowadays, and the latter is implemented by the local government imitative to promote a foreign language, and it shows a reaction caused by the globalization of English locally. This study aims to understand the motivation, purpose and process of the promotion of English education by the British Council in Taiwan, and also tries to investigate the impact of English culture in Taiwan. From the experience of promotion English by the British Council, sort out the problems of English learning environment in Taiwan and summarize the specific methods that will be helpful for the promotion of English education in Taiwan.
