摘要:	斃死豬案件自古即有之，今日我國法律雖規定應以掩埋、火化、化製方式處理斃死豬，但非法流用情形仍層出不窮。現行模式下，係以農委會為主管機關，養豬戶透過集運業者將斃死豬送至化製場處理，故此三者均有可能將斃死豬流入私宰場。非法流用之豬肉，被用以製作香腸、餃類、罐頭類等，並主要販售予軍隊、學校、監獄等集體供伙團體。此類案件之偵辦多因民眾匿名檢舉而立案，在蒐證時因通訊監察票核准率低、行動蒐證執行難度高、鄉間衛星訊號不穩等因素致困難叢生，執行強制作為時則因人贓俱獲不易、且集團性犯罪多已事先串供，以上種種因素均造成偵辦此類案件困難，故仍有待從制度面加以改革。 The criminal case of dead pig has been existed in Chinese society for a long time. In Taiwan, the government demands pig farmers to use burning, cremating and rendering to deal with the dead pig, but much of them still adopt the illegal way. Under the current system, The Council of Agriculture is the competent authority for the dead pig, and the pig farmer entrust the cargo industry to carry dead pig to the rendering plant. As a result, including the pig farmer, cargo industry and rendering plant may outflow dead pig to illegal slaughterhouse. Dead pig mainly use for make can food, sausage and dumplings, and often sell to community groups such as school, military troop and jail. Due to the following reasons, to investigate the kind of criminal case is very difficult: anonymously accusation, low approval rate of the warrant for communication surveillance, action-discovery is not easy, satellite signal is not stable in wilderness place, hard to find the suspect and swag in the same time, collusion among the suspects. In order to reduce the rate of crime, our government should reform the current system.
