Abstract:	本研究主要是探討台南市北區大港社區營造的過程與發展，以社區發展協會為研究對象，採個案質性研究，透過深度的訪談、資料蒐集、參與觀察等研究分析，藉以探究社區營造成功的重要因素。　　91年社區爆發登革熱事件，社區發展協會激發居民對「社區生命共同體」危機意識，也因「種香草可以防蚊」的概念，由危機、轉機、生機等逐步建構一個自然生態的宜居社區，開啟了大港社區的香草夢想。經研究結論歸納五項如下：1.社區是居民大家的。2.社區推動者的憾動力。3.公部門支援的迷思。4.穩健社區營造步伐。5.善用社會資源與跨區服務弱勢。提出六項研究建議如下：1.關懷據點落實在地長照。2.鹽水溪自然生態的永續。3.香草產業社會企業。4.加強居民研習教育。5.社區產業發展，未來面臨的挑戰。6.社區營造推手，年齡層老化的隱憂。　　This study mainly discusses the process and development of construction of Dagang Community in Northern District, Tainan City. With community development associate as the object, this paper conducts qualitative case study, and uses in-depth interview, data collection, participant observation and other analyses to investigate important factors that contribute to successful community construction.　　In 2002, dengue outbreak occurred in this community. The community development associate motivated residents’ crisis awareness of “life community”. Based on the concept that “planting vanilla can resist mosquitoes”, a natural, biological and livable community is gradually established through various steps including crisis, favorable turn, vitality, and etc. Vanilla dream of Dagang Community is developed. Through research, five points are concluded and generalized as the following：1.Community belongs to every resident; 2. Shaking force of community pusher; 3. Confusion about public sector’s support; 4. Stabilize pace of community construction; 5. Rational use of social resources and weakness of cross-district services. Following six proposals are put forward：1. Implement long-term localization of care stations. 2. Keep natural ecology of Yanshui River sustainable. 3. Found social enterprises of vanilla industry. 4. Strengthen resident studying and education. 5.Community industry development, facing a challenge in the future. 6.Driver of community building, the hidden risk of aging of age group.
