本文係從城鄉互賴觀點說明休閒農業的發展有助於城鄉互賴關係，試圖將休閒 農業之規劃整合到區域計劃下之地方生活圈內，以達成「城市休閒鄉村化」，讓城市市民 休閒「生活」成為鄉村農民的「生產」所得。在規劃方向上提出五種策略： 1．配合生活圈之建設構想，有效興闢城-鄉-休閒農園間交通運輸系統。 2．規劃休閒農業為鄉村地區的促進型產業（propulsive industries）。 3．兼顧消費者需求（市場）及資源與環境的保護（立場）。 4．以共同經營或農民合作方式，發揮組織力量達成規模經濟之效益。 5．不同類型遊客應採不同行銷策略以滿足市民需求。 The purpose of this study is to illustrate that the development of leisure agriculture is helpful to strengthen the interdependence between the city and country In order to attain the "Ruralization of City Leisure, there is an attempt to integrate the leisure agriculture planning into the local life cycle of the regional plan. Therefore, the citizens' leisure "life" can become as the "production" income of rural farmers. Five strategies in the planning direction are brought up as follows: 1. To build the traffic transportation system among the city-country-leisure agriculture garden that can operate in harmony with the construction idea of the life cycle. 2. To plan the leisure agriculture as the propulsive industries of rural areas. 3. To give considerations to consumers' demand (market) and the resource & environment protection (standpoint). 4. To gain the economical scale benefits, there is the need to develop the organizational force through the collective and cooperative management by farmers. 5. To satisfy citizens' demand, the differentiated marketing strategies for different types of tourists are suggested to adopt.
