In this research, the fuzzy multiobjective programming theory was used to develop an urban bus operations plan model under fuzzy environment. The objectives of the model are to minimize the daily operating cost and to minimize the average travel time cost. The fuzzy numbers were used to characterize the vagueness of bus operating parameters which include the passenger demand, the design passenger volume, the maximum walking distance, the minimum design stop spacing, maximum tolerance ratio of waiting time and the vehicle capacity. In this way, the influence of fuzzy operating environment can be suitablly cosidered on the optimal bus operations plan. The model was solved by using fuzzy multiobjective programming method. At the same time, we bulid an interactive framework of decision making which the decision makers' aspiration level for each objective was cosidered in the model. The results of the model should be more suitable for the real process of decision making.
