| 摘要: | 2002年起，臺灣的圖書館學界跨域攜手文化界人士，發起「臺灣公共圖書館的改造運動」，獲得政府大力支持，投入空前的政策資源，推動超過400個鄉鎮市區圖書館進行創新再造計畫，成功開創臺灣公共營運新風貌與新價值。 本研究採質性研究方式，先瞭解公共圖書館創新營運的意涵、影響因素及其生成運作等面向，探討臺灣公共圖書館創新改造運動歷程及其後續效應。並運用文獻資料分析先進國家公共圖書館的創新發展案例以汲取他國成功經驗。然後針對2013年獲選為臺灣首批書香卓越典範館之一的埔里鎮立圖書館進行個案研究，以圖書館改造計畫發起人、縣市層級輔導機制官員、埔里鎮長、埔里鎮立圖書館員及書香志工等為對象，進行深度訪談，匯集多方的想法與見解，探討埔里鎮立圖書館如何不斷透過爭取改造政策資源，透過創新營運策略的擬定與落實成為公共圖書館成功翻轉之典範。 根據文獻、實地觀察與訪談結果分析發現，埔里鎮立圖書館創新改造之成功因素包括(1)政府改造公共圖書館的政策與資源投入；(2)專案計畫輔導機制的陪伴與輔導；(3)埔里書香鎮長，接力打造；(4)擁有快樂的書香園丁；(5)結合政府的相關計畫與政策，拓展圖書館事業；(6)善用社區資源。其所生成的創新策略則可從觀念創新、空間創新、館藏創新、服務創新、活動創新、行銷創新及資源結合創新等面向予以充分分析與建議，提供臺灣各鄉鎮市區圖書館參考。
Since 2002, the library science and cultural sectors cooperated and initiated “The Transformation Movement for Public Libraries of Taiwan”. The movement gained the strong support and enormous budget funding from governments at all levels which successfully implemented the innovation plans for over 400 public libraries and had created a new style and value of operation for public libraries in Taiwan . This research was designed to understand the implication of innovative model, influential factors, and operations of public libaries then to investigate the progress of innovation and transformation movement as well as the subsequent effect of public libraries in Taiwan by using qualitative approach. Literatures and reports of the innovative cases of public libraries from developed countries were also surveyed and analyzed to benchmark their successful experiences. Puli Library, one of the first libraries were selected as the “Library of Scholarly Excellence Paradigm,” was chosen to explore a case study of how Puli Library became a paradigm of successful transformation through the resource competing and innovative strategies formulation and implementation by in-depth interviewing the initiator of the library transformation movement, related county-level officials, mayor of Puli Township, librarians of Puli Library, and volunteers to collect thoughts and opinions from different aspects. According to the literature, field observation, and the interview, the success of innovation and transformation of Puli Library include : (1) the implementation of transformation policy and investment of resources for the public library from the government, (2) the mechanism of county-level guidance, (3) the effort of the mayor of Puli Township, (4) willing librarians, (5) the combination of government's related plans and policies of library development, and (6) the best use of community resources. The derivative innovative strategies include the innovation on concept, spatial layout, collection, service, activity, marketing, and resource-combination. The findings of the study provide practical recommendations for township-level libraries of Taiwan. |
