    Abstract:   教育部為提昇我國國中小學生體適能,從1999年開始一連串的提昇體適能計畫,包含「提升學生體適能中程計畫(333計畫)」、2002年「運動人口倍增計畫」、2004年「中小學生健康體位五年計畫」、2008年「快活計畫」,至2013年的「SH150方案」,將其明訂於國民體育法之中,規定高級中等以下學校及專科學校五年制前三年應安排學生在校期間,除體育課程時數外,每日參與體育活動時間,每週應達150分鐘以上,因此各級學校也開始推動這個政策。  本研究主要以回應性政策評估之質性研究方法,從「政策設計妥適性」、「政策執行者的意向態度」、「政策目標的達成度」、「政策回應性感受」這四項評估指標去探討SH150方案計畫的內容、立意與目的,及推動的過程與成效,透過文獻分析法及深度訪談法,訪談新北市三多國小的校長、體育組長、導師、學生和家長等利害關係人之內心感受,最後整理分析結果作彙整歸納的陳述,以提供未來政策修正或實施的參考,及後續相關研究之建議。  根據訪談結果分析,本研究發現如下:一、在政策設計妥適性方面:本政策立意良好,但在對家長的宣導上有點不足,應讓家長有共充分的了解:而人力方面則需要導入運動志工,除了從旁協助的人外,最好也能有專業人士;時間則是這個政策推動的問題,學校活動太多會有排擠作用,造成無法達成150分鐘;場地方面則需要妥善規劃才不會造成全校一起活動產生擁擠的狀況。二、在執行者意向態度方面:不論是導師或是行政人員對這個政策都是支持的,在導師方面則需要以身作則政策的推動效果會比較好;行政人員則需要對活動有完善的規劃並有好的獎勵制度。面對的困難則是時間和場地這兩個因素。三、目標的達成度方面:學生普遍提高了運動的興趣,從中獲得成就感;學習方面則提高了專注力;體適能方面也都有提昇了。四、回應性感受方面:執行者對政策實施的成果是滿意的,但是對政策推動的過程則認為需要有更完善的配套措施,例如多增加研習、開發多元模組等;學生則希望能多增加運動時間,活動的內容也要多樣;家長則對政策也是滿意的,不過希望能讓學生學得正確運動知識,避免運動傷害。  根據以上研究發現,研究者分別對主管機關、學校行政及教師提出建議,以提供未來SH150政策執行之參考。
      To improve physical health of primary and secondary school students in Taiwan, the Ministry of Education has completed a series of physical fitness programs since 1999, including Improvement of Student Physical Fitness Plan or 333 Plan, Sports Population Doubling Plan in 2002, Five-Year Plan for Elementary and High School Students' Health Status in 2004, Pleasure Plan in 2008, and SH150 Program in 2013 which was clearly specified in the National Sports Act and stipulated that secondary school students and five-year junior college students in the first three years should participate in sports activities every day, more than 150 minutes per week in addition to routine physical education courses. Therefore, schools at all levels have begun to promote this program.  Employing a qualitative research method of responsive evaluation, this study aims to assess the content, intent and purpose of the SH 150 program as well as its implement process and effects from the four indicators of "appropriateness of the policy design," "the intent and attitude of the policy implementer," "the achievement of policy goals," and "the responsive evaluation of the policy." Besides, through documentary analysis and in-depth interview, this study has interviewed the interested parties, namely the principal, section chief of physical education, homeroom teachers, students and parents of New Taipei Municipal San Duo Elementary School, to know their inner feeling and then finalizes the analytical results to provide useful references for future amendments or implementation of correlated policies and researches.  According to the analysis of the interviews, the research results are shown as follows: 1. When assessing the appropriateness of the policy design, the study found that the seemingly well-intended SH 150 program should provide sufficient propaganda for parents to grasp a full understanding, introduce more human resources like sports volunteers as helpers and professional experts, perform time management which can help school properly arrange at least 150 minutes for physical fitness among all the other school activities, and carefully plan sports areas to prevent crowdedness.2. Regarding the intent and attitude of the policy implementer, both homeroom teachers and administration staff are in favor of this program. Homeroom teachers believe that example is better than precept and administration staff emphasize a well-planned and rewarding system when implementing the SH 150 program. They both agree that the obstacles are time and sports areas.3. When it comes to the achievement of policy goals, this study finds that students commonly increase their interests in sports where they can obtain a sense of accomplishment, are more concentrated on studies and get improved in physical fitness.4. In terms of the responsive evaluation of the policy, implementers are satisfied with the results but request better supporting measures such as more trainings and development of multiple modules when promoting the program; students hope to have more sports time and diverse activities; parents feel pleased with the program but require students to learn correct sports knowledge so as to prevent sports injury.  Based on the abovementioned research results, the researcher then proposes respectively recommendations for competent authorities, school administrators and teachers as references when conducting the SH150 program in the future.
