摘要: | 2009年10月22日「臺美牛肉議定書」簽訂,議定書規定在特定限制與條件下,我國同意開放美國牛肉及其產製品進口,此舉立刻引起輿論譁然,立法院也因此於2010年1月通過修法,明文禁止狂牛症疫區高風險牛肉進口,造成國內法與議定書不一致之現象。2012年初,政府宣示在「安全容許、牛豬分離、強制標示、排除內臟」16字原則下開放瘦肉精美牛,並於2012年中通過瘦肉精開放容許量標準,立法院亦作成「牛豬分離」附帶決議,瘦肉精安全容許量僅以牛肉為限,未含括豬肉及豬牛內臟。本研究主張,民眾當時反對美國牛肉進口,是因為資訊不足且受意識形態操弄,在提供更多資訊且不受政治意識型態影響的情況下,民眾可以接受開放美牛進口的正確政策。 By the Protocol of Bovine Spongiform Encephalopathy(BSE)-Related Measures of the Importation of Beef and Beef Products for Human Consumption from the Territory of the Authorities Represented by the American Institute in Taiwan which was signed on Oct 22 2009, our government agreed importation of US beef and beef products in the specific limits and conditions. The public opinion was seething with indignation. Therefore, in Jan 2010, the Legislature amended the laws to expressly prohibit importation of high risk beef from epidemic area of bovine spongiform encephalopathy, which was inconsistent with the Protocol. In early 2012, the government declared importation of US non-ractopamine-free beef in the 16-Chinese-word principles as “safety allowance, beef-pork discrepancy, forced labeling, and internal organ excluded”. And in mid-2012, the amendments allowing the government to adopt maximum residue levels (MRLs) for ractopamine in beef was passed. The Legislature also made additional resolution to “handle the beef and pork separately.” The maximum residue levels (MRLs) for ractopamine was restricted in beef. The ractopamine was not allowable in pork and internal organs of pig and cow. Looking at the issue of US beef importation into Taiwan, Our people's opposition was caused by the doubts about health risks of bovine spongiform encephalopathy and ractopamine. But some people have more unhealthy living and eating habits in the usual life. What is the reason these people did not care about it? Moreover, the US government can give Taiwan most important support in economy, trade and military security. Especially when the cross-strait exchanges are growing, Taiwan is in urgent need to strengthen the US-Taiwan relationships as the backup force. Why should Taiwan harm the much more important US-Taiwan relationships because of the insignificant health risk in US beef import? More suspiciously, the opposition party having strong opposition to the US beef import originally, after becoming the ruling party, twice said sooner or later they will open US pork import, which will have higher consumption by our people and larger impact on value output of the related domestic industry. The political figures in the same party, who loudly accused US "poison beef" on harming Taiwan in the past, silenced one after another. What is going on with the obvious contrast? In this regard, the study advocates that the reasons why people were opposed to the US beef imports were the lack of information and the ideological manipulation. In the case of more information and without political ideology, the people can accept the right policy of opening US beef imports. |
