    摘要: 本計畫主要探討日本現代教師教育政策體制與改革之議題,是一比較整全性計畫,將分三年完成。本計畫運用「體制論」之觀點,不僅做一般政策之分析,另全面了解教師教育政策之相關機構間決策與執行關係網絡、全面性的政策內容與規範、監督及指導運作機制,並檢視其政策與運作成果,以作為台灣教師教育政策與運作機制之參考。計畫之第一年以日本教師教育整體政策體制及運作機制創新之探究為主,其中包括政策現況、行政機構縱向間監督及指導關係與改革之機制。第二年文科省政策與師培大學端職前培育、初任教師指導與教職研究所的政策內涵、推動機制與成效之探究,以了解大學端對師培之貢獻及改革。第三年分析中小學教師現行專業成長(在職進修)模式及其與民間社團之互動協作機制與成果之探究,以探究學校本位及民間之政策推動成果。透過此研究,預期可對日本教師教育政策整體體制做最完整之分析,將可針對國內教師教育之政策規劃、政策執行與運作機制之革新有重大之參考作用。
    The Study of Analyzing tizhi of Policy and Revolution of Teacher's Education in Japan-Focusing on the System of Division and Cooperation among Ministry of Education, Culture and Sports, Science and Technology-Japan, Local Self-government Groups, Universities, Junior High Schools and Elementary Schools, Non-governmental Organizations This study aimed to explore the system of policy and revolution of teacher's education in Japan, and viewed as a whole program expected to complete it by three years. By the view point of system, it not only analyzed the policy, but also explored the networks of making up and practicing the policies about teacher's education, the whole content and standards, the system of supervision and guidance. The results of examining the policy and system would be the reference for policies and operation system of teacher's education in Taiwan. The study in first year was explored to the whole the system of policies and creational operation, including the present policies, the system of administration institutes stayed with relationship of supervising and guiding. The study in second year was expected to explore the contents in Ministry of Education, Culture and Sports, Science and Technology-Japan, teacher's education in education universities, the guidance for novice teacher and the policies in the institutes of teacher's education, and the effect on promoting system, and understand the contribution and revolution of universities in the end. The study in third year was expected to analyze the effects on the model of in-service training and cooperation system of non-government organization, to explore the results of school- based and non-government's policy promotion. It was expected to have the most complete analysis in policies of Japan teacher's education in this study, and the results of this study could be the references for the planning, the practice and the revolution of creating operation system in Taiwan teacher's education.
