    Abstract: 針對歐亞合作,目前有四種主要的歐亞合作倡議,一是由東協、歐盟國家、中國大陸、日本及韓國所共同召開的亞歐會議;二是由俄羅斯所主導的歐亞經濟同盟;三是由中國大陸主導的一帶一路;四是由南韓提出的歐亞倡議。本研究將分別針對上述四種倡議進行深入的探討與比較,並分析四種倡議對倡議國、周邊國家,以及對臺灣國際經貿活動及台商企業海外經營所帶來的政經機會與挑戰。在研究理論途徑上,本研究將採取分析的折衷主義觀點,分析權力、制度及認同在各種不同倡議中的作用。本計畫將分三年進行,第一年將探討並比較四種倡議的內涵與路徑,該倡議對倡議國家所帶來的機會與挑戰;第二年將研究四種倡議對周邊國家帶來的機會與挑戰及周邊國家的反應;第三年研究則是聚焦於研究四種倡議對臺灣未來國際政經活動及臺商企業海外經營所帶來的機會與挑戰。最後,本研究將從戰略的角度,對臺灣未來國際政經參與策略與臺灣企業的發展方向,提出政策建議。
    There are four major Euro-Asian cooperation initiatives for Euro-Asian cooperation. The first one is the Asia-Europe Meeting (ASEM), which consists of ASEAN countries, EU countries, China, Japan and South Korea. The second one is the Eurasia Economic Union, which is led by Russia. The third one is “One Belt One Road,” which is promoted by China. The forth one is ‘Eurasia Initiative,’that is proposed by South Korea. This project will thoroughly study and compare these four different initiatives and political, economic opportunities and challenges, which the initiatives bring for the promoting, and neighboring countries. This project will also probe what kinds of opportunities and challenges the initiatives bring for Taiwan's international political and economic participation and for Taiwanese business overseas investments. This study will adopt analytical eclecticism approach to analyze the functions of power, institution, and identity in four different initiatives. This is a three year project. In the first year, the researchers will discuss and compare the contents and paths of the above mentioned initiatives, opportunities and challenges the initiative that the promoting states are facing. In the second year, this project will probe.
