| 摘要: | 2008年一位退休老兵黃爺爺-黃永阜為了排遣無聊，在社區牆壁、地面做畫，這些充滿生命力的圖案與瑰麗色調，成了網路上的發燒話題，人人稱他為「彩虹爺爺」，從此該眷村被稱為「彩虹村」，並吸引大批遊客前往朝聖，且吸引國內外的目光，國內開始一連串的仿效作用，掀起後來一陣社區壁面彩繪風潮。政府積極推行社區總體營造，凝聚居民共識，經營社區產業，延展社區文化，國內各社區紛紛以不同的方式呈現。104年雲嘉南濱海風景區管理處於嘉義縣布袋鎮好美里引進了3D彩繪，吸引了大量遊客與人潮，對當地經濟、文化、環境等方面受到衝擊與影響，每項政策皆有其成本與效益，本研究即針對彩繪對於好美里社區的影響進行探討與研究。 本研究首先整理出社區總體營造、社區彩繪、台灣各地社區彩繪現況、社區意識、社區環境、社區觀光的相關文獻來作為研究的基礎面向。藉由質性研究方法中的深度訪談，探討目前3D彩繪對於好美里社區發展的影響，並將訪談資料及蒐集文獻進行整理與分析。研究結果發現，目前國內有彩繪村數量過多、同質性高且原創性不足，並可能產生侵權等種種問題；而受訪者認為彩繪對整體觀光發展是有所效益的；在社區環境方面，雖因遊客使社區多了垃圾，但社區整體環境有所提昇；彩繪更讓當地居民提升在地的認同感，對地方產生情感，進而助於社區發展。 本研究並提出具體的建議，例如：結合、串聯在地及鄰近觀光資源、營造共榮共存的在地認同、政府建立機制以審核並管制社區彩繪、結合地方特色以繪出自己社區的故事、現有彩繪的維護與維持等面向，以供好美里及其他彩繪社區之後續發展及往後有意進行彩繪之社區參考。
In 2008, a retired veteran, Grandpa Huang-YongFu Huang, painted walls and grounds of the community in order to get rid of his boredom. These powerful and colorful patterns have become the hit topic on the Internet. Everyone called him ＂Grandpa Rainbow＂. And since then, the village has been called Rainbow Village. It also attracts not only a large number of tourists to visit but also a huge attention in domestic and foreign areas. It has begun a series of imitative actions in the country. Afterwards, a trend of community wall painting began. The government actively promotes the overall construction of the community, converges residents' consensus, manages community industries, and extends community cultures. Various domestic communities have presented themselves in different ways. In 2015, the management of Southwest Coast National Scenic Area introduced 3D paintings in Haomei Village, Budai Township, Chiayi County. It attracted a large number of tourists and crowds. And it also made a great shock and influence in the local economy, culture, and environment. Each policy has its own costs and benefits. This study is to discuss and study the influence of the painting on the Haomei Village community. At first, this study laid out the relevant references about the overall construction of the community, community painting, the current situation of community painting in various parts of Taiwan, community awareness, community environment, and community tourism as the basis for research. Through interviews in qualitative research methods, the influence of current 3D paintings on the development of Haomei Village Community is discussed. The interview data and reference are collected and analyzed. The results of the study found that there are overmuch painted villages in the country at present. The homogeneity of them is high, and the originality of them is low. It may infringe the copyright and cause other problems. However, the interviewees believe that the painting is beneficial to the overall tourism development. While visitors have made the community more rubbish in the community, the overall environment of the community has been improved. The paintings make the local residents to increase their recognition and generate emotions in the local area. And then it helps the development of the community. The study also proposes some specific recommendations, such as combining local and nearby tourist resources, creating a co-existence of local identity, establishing a mechanism to review and control community paintings by the government, combining local characteristics to draw a story of their own community, and maintaining the existing paintings. Then it can provide a good reference not only for Haomeil Village to make subsequent developments but also for the communities that intend to paint later. |
