面對環境變化,傳統國營事業亟待轉型,試圖破除傳統管理模式,以智慧化方式管理水資源。導入物聯網與大數據之概念,重視用戶端服務品質,以量足、質優、服務好為管理目標。其具體實現於科技化產品的使用,廣設管網自動監測點位,建置供水監測資訊平台,透過此自動化監測管網中的數據(水量、水壓、水質等),利於後續的數據分析,以冀降低管網中的漏水問題與無收益水費,以即時資訊作為供水調配依據。在維持公共利益的使命下,亦能維持企業體穩定發展與永續經營,創造新的服務價值。 台灣自來水公司因應各地水文特性不同,各管理區處的供水監測資訊平台亦有不同樣貌,本研究以台灣自來水公司第五區處為案例進行個案研究,運用文件及直接觀察,探討其現行供水監測資訊平台之架構與效益,取國內當前已進行服務創新的第十二區處供水監測資訊平台進行比較,發現第五區處因監測點位密集度不足及無法落實行動管理,使得系統無法靈活運用,建議可進行改善,導入「監測」與「控制」分治概念,整合供水管網整體數據,提高監測系統之效益。 Facing dramatic changes in terms of society, technology and environment, state-owned enterprises eager to transform itself and upgrade traditional models by adopting smart management. With the concept of IoT (Internet of Things) and big data, utilities in Taiwan emphasis's clients service, by providing 24/7 water supply and quality water and services as the objectives. From wide implementation and construction of monitoring stations and systems, utilities can monitor network data and conduct data analysis to reduce NRW, improve leakage problems and optimize water supply system. The case study is based on the 5th branch of TWC and the purpose is to analyze the construction and benefits of the monitoring system and compare systems between the 5th branch and the 12th branch. It also found 5th branch did not create enough monitoring stations and enhance mobile management so the systems of 5th branch did not work well. Finally it need to build up the concepts of "Monitoring" and "Controlling" into the network supply system and integrate with network data to improve the effectiveness of the system.
