    Abstract:   本研究旨在瞭解偏遠地區國民中學教育發展政策,並且以高雄市特殊偏遠國民中學教師的看法與認知,對《偏遠地區學校教育法展條例》進行政策可行性分析。為了瞭解偏遠地區國民中學教師對偏遠地區教育政策的看法與認知,本研究將以質性研究方式進行,研究內容包含文獻分析與深度訪談等兩種方法。以高雄市特殊偏遠地區國民中學為研究對象,選取分別擔任導師、專任教師及兼任行政人員之教師為訪談對象,透過研究者與研究對象的訪談進行資料蒐集與分析,並根據訪談內容加以分析並提出結論與建議。  訪談在高雄市特殊偏遠國民中學任教之教師,瞭解偏遠地區國民中學學校教育發展的困境與問題,研究結果如下:一、偏遠地區外在環境的限制—位置偏遠、交通不便二、偏遠地區屬於文化不利地區,學生缺少文化刺激,學生學習動機低。三、偏遠地區家庭教養功能不彰四、偏遠地區師資流動率高五、偏遠地區師資結構問題—偏鄉地區教師非專長授課比例高六、偏遠地區人才難聘  最後透過訪談在高雄市特殊偏遠國民中學任教之教師,對《偏遠地區學校教育法展條例》進行政策可行性分析,並對研究結果與《偏遠地區學校教育法展條例》提出建議。
      This study aims to explore junior high school education development policy in remote areas. Based on views and cognition of special and remote junior high school teachers in Kaohsiung City, this study analyzed policy feasibility of the Act for Education Development of Schools in Remote Areas. In order to probe into views and cognition of remote areas junior high school teachers on educational policy of remote areas, this study conducted qualitative research. Research content included literature review and in-depth interview. It treated junior high schools of remote areas in Kaohsiung City as subjects, and selected homeroom teachers, full-time teachers and teachers who are also part-time administrators as targets. It collected and analyzed data by interview between the researcher and subjects. Based on the interview content, this study proposed conclusion and suggestion.   This study interviewed teachers in remote junior high schools in Kaohsiung City to recognize the obstacles and problems of school education development. Research findings are shown below: 1. Restriction of external environment of remote areas: remote locations and inconvenient. transportation. 2. Remote areas are in culturally disadvantaged regions and students lack cultural stimulus and their learning motivation is low. 3. Family parenting function is ineffective in remote areas. 4. Teachers' turnover rate is high in remote areas. 5. Problem of teacher structure in remote areas: most of rural area teachers' specialties do not match the courses. 6. It is difficult to recruit the manpower in remote areas.  Finally, by interviewing teachers of remote junior high schools in Kaohsiung City, this study analyzed policy feasibility of the Act for Education Development of Schools in Remote Areas, and proposed suggestions regarding research result and the Act.
