This research investigates the caring needs of the ageing population with sub-healthy condition, and thereby reflects upon the likely reproduction of the stigimatization of ageing by ignoring their sub-healthy in the existing policy. Most of the current studies focus mainly on the care and the care-takers of disabled ageing people, lack of the analysis of the caring needs, mobility and independency of sub-healthy people. Thus, this research is going to apply the lived experience of sub-healthy ageing people of the day-care center in southern Taiwan, in order to elaborate that ageing people are not homogeneous. However, the rigid policy always tries to pathologize ageing people and thereby excludes sub-healthy people out of the coverage of the long-term care policy, and disrupts their emotional and social connections. Through participatory observation and in-depth interviewing of thirteen healthy and sub-healthy ageing people, we found out that the reason why ageing people are so much fond of showing up in the day care center is because they like companionship. While in the center, they can talk, be company, emotionally consoling and sharing medical information to each other, which is beneficial to their health. This also reveals that the day care center can be functioned as a social space for maintaining "sisterhood". Furthermore, participants can also mutually learn new knowledge, challenging limits and to enjoying ageing with dignity. Finally, through the reflection of long-term care policy, the author is also going, to formulate the suggestion regarding policy 2.0, which despite its emphasis on ageing locally, extending service items and caring the weak, it still insufficient of the cultural experience and caring needs of the sub-healthy elders. Therefore, the author concludes that the policy should be more preventive in advance based on the subjective experience of the elders and not to exclude the sub-healthy elders, so that ageing locally and preventing sickness beforehand can be fulfilled.
