    摘要: 自105年通過「新南向政策」政策綱領,提出「新南向政策推動計畫」,其中政策著墨於「經貿合作」、「人才交流」、「資源共享」與「區域鏈結」等四大面向,期望與東協、南亞及紐澳等國家合作,建立「經濟共同體意識」。因此,本研究主要以針對新南向國家之菲律賓、馬來西亞、越南,實際到當地與大學生進行問卷調查與深度訪談並加以分析。問卷內容針對教育政策面、經濟面、社會文化面三大面向提出影響來台就讀之相關因素來設計。分析結果得知:(1)對菲律賓、馬來西亞、越南三個國家來說華語教學是具備吸引力,尤其台灣本身提供的華語環境與課程是受訪學生想來台的主要原因之一;進一步分析得知菲律賓喜歡全英文環境、越南則喜歡中文學習環境;(2)生活花費是受訪學生重要考量因素,若能有獎學金將可提升來台就讀意願;(3)受訪的學生認為自己國家有崇尚出國學習之風氣,親友推薦不再是主要的影響力。最重要的是若台灣能夠在校園內外提供友善國際生學習環境,生活條件的奧援,將可有效的提升來台意願,尤其相關奧援包括簡化相關的就業、居留程序,或者給予主動積極的協助,將使國際生強化就讀學習的態度。
    The New Southbound Policy was officially launched in 2016 according to the policy framework. It is intended to cooperate with ASEAN, South Asia and New Australia to establish "economic community consciousness" with focuses on "promoting economic coordination", "conducting talent exchange", "sharing resources" and "forging regional links". This study conducts questionnaires and in-depth interviews with college students from Philippines, Malaysia and Vietnam for analysis. The contents of the questionnaires are designed in terms of education policy, economy and social culture which are the three factors affecting the students' willingness to study in Taiwan. The results show that: (1) For the students from Philippines, Malaysia and Vietnam, Chinese teaching is attractive, especially Taiwan's Chinese environment and curriculum is one of the main reasons why the students want to come to Taiwan for study; further analysis shows that Philippine students like English learning environment, while Vietnamese students like Chinese learning environment; (2) Expense is an important consideration for the interviewed students, and scholarships may enhance their willingness to study in Taiwan; (3) The interviewed students think that their countries encourage studying abroad, and recommendation by relatives and friends is no longer the main influence. Above all, if Taiwan can provide friendly learning environment and living conditions for international students inside and outside campuses, their willingness to study in Taiwan can be effectively enhanced. Particularly the powerful backing including simplifying relevant employment and residence procedures or active assistance can increase willingness of international students to study in Taiwan.
