本研究試圖以哥本哈根學派「安全化」研究途徑分析歐洲聯盟在2001年九一一恐怖攻擊後的反恐政策。後九一一時期歐盟透過將恐怖主義議題「安全化」的過程,使得恐怖主義成為一種全歐洲跨國實存威脅,進而促進歐盟將原來會員國各自為政的反恐政策,逐漸轉化為歐盟一致的反恐政策。在2004年與2005年馬德里與倫敦二次歐洲在地大型恐怖攻擊發生後,更加快此一反恐政策一致化的速度,顯示在反恐政策框架、政策機關與政策工具的建立與進化上。 The study aims to analyze the evolution of EU counter-terrorism policy with “securitization” analysis approach of Copenhagen School after 911 terror attacks in 2001. Through the “securitization” process, the EU has described the terrorism issue into a cross-European existential threat. By this way, the EU has transformed the counter-terrorism policy based on internal affairs of EU member states into the harmonized European counter-terrorism policy. After the massive terror attacks in Madrid 2004 and London 2015 in Europe, the “harmonization” process of counter-terrorism policy of EU has accelerated. This trend has reflected in counter-terrorism policy framework, institutions and policy instruments.
