Abstract:	優質的公共治理，是提升國家競爭力與深化民主的基礎，也是影響施政滿意度的最重要因素。欲實踐優質的公共治理，許多文獻皆提及一些需達成相關要件或符合某些元素（Kaufman etc.,1999; Agere, 2000; Bovaird, 2002; Vigoda, 2002; Farazmand, 2004; Boyte, 2005; Bingham etc., 2005），例如，課責（accountability）、開放（openness）、透明（transparency）、打擊貪腐（combating corruption）、利害關係人參與（stakeholder participation）、正當合法的司法架構（legal and judicial framework）。事實上，行政課責、行政透明以及公共參與，實為地方政府重要的廉政策略。公共參與更是近幾年的研究趨勢，其在廉政領域上的重要意涵係藉由外部民眾參與公共事務，而為政府引進外部監督力量，實屬外控機制之一。再者，政府與民眾（包括地方社群）在特定政策議題上形成協力網絡，在施政上可發揮一加一大於二的綜效（synergy），而在廉政議題上亦不例外。新北市政府於104年曾根據國際透明組織所發展的「地方廉政體系」（Local Integrity System, LIS）架構與評核流程，建構出新北市地方廉政體系之架構，該體系上的各方參與者，在廉政領域上建立協力合作網絡，將有助於持續提升新北市政府的整體清廉度，並且在倡廉反貪活動上將有長期穩定的合作夥伴。本研究針對新北市地方廉政體系中「公民社會」行動者進行評核，用以得知該行動者（體系支柱）在廉政上的穩固性。先以國際透明組織所發展的「地方政府廉政體系」（Local Integrity System, LIS）架構以及其評核方法，作為評核新北市「公民社會」行動者之基礎。再利用「焦點座談」及「深度訪談」法，邀集「公民社會」行動者代表以及擔任評估委員的專家學者，共同討論評核指標項目的操作化以及各項指標應蒐集的評估資料。接續，由評估委員針對各項評估指標，以及各類資料逐項進行評核，並且透過評核的內容進一步分析論述對「公民教育」課程的啟示，並提出相關建議。 Good governance is the cornerstone for national ompetitiveness and democratic consolidation, and becomes the pivotal factor influencing public approval rating. Related literatures suggest some correlates for good governance, such as accountability, transparency, openness, anticorruption, stakeholder participation, legal and judicial framework. Indeed, the integrity governance exhibited by the public sector paves the way for good governance. The aforementioned accountability, transparency and public participation are the competitive edges for local government pursuing practices of good governance. Public participation has become the focal point of academic researches and has strong implications for public integrity. As more citizen participation in the public affairs, more external control and monitoring can be brought to bear on public administration. Moreover, the synergy effect of administration can be achieved by a specific issue network formed by collaboration between government and its citizen. The main thrust of this study is to establish the so called integrity system for New Taipei City, by examining pillars sustained by networks of public participation to prevent corruption and boost public integrity. This study assesses the actors of the ＂civil society system＂ in the local integrity system of New Taipei City in order to know the stability of the actors (system pillars) in integrity. The ＂Local Integrity System (LIS)＂ assessment framework developed by Transparency International (TI). The assessment processes were administered using methods of focus group and in-depth interviews to gauge the relative effectiveness, in terms of integrity, for ＂civil society＂. Then, the assessment committee members assess all indicators by various materials. Finally, based on study findings, the enlightenment of citizen education is proposed accordingly.
