    Abstract: 地方文化館計畫重要政策目標之一為促進地方民眾的參與。中央政府費盡心思推動三期長達20年(目前進入第18年)地方文化館計畫,初期在各縣市鼓勵成立地方文化館,中期以地方文化館為「磐石」延伸擴展,開展文化生活圈;近期回歸強化博物館專業,但整合地方文化資源,深化在地連結、確保文化平權與民眾參與仍為重要政策目標。本研究關切的是,近20年的努力,民眾可有感受?政策的出發點,在於解決需求者(民眾)的問題,因應社會變遷滿足需求者的服務需求。本研究回觀地方文化館計畫脈絡,從民眾的需求角度,調查嘉義市民眾對市內文化設施需求感受、一般性文化活動參與,以及因博物館與地方文化館產生之文化參與行為。透過三次時間距超過10年的調查,比較政策推動各階段民眾的感受,以此為地方文化館政策資源配置及發展計畫之參考。
    Enhancing civic participation is one of the most essential goals of Local Cultural Museum Projects. The central government keeps putting large efforts and resources in Local Cultural Museum projects aiming to grow cultural vitality and identity through activating community involvement. A three-phase Local Cultural Museum projects has been designed to be lasting for 20 years. In phase 1, cultural museums were encouraged to be set in urban and rural setting for the local public. In phase 2, these museums were positioned as keystone to both expand and enrich the quality life in communities. Recently, in phase 3, the project focuses on strengthening the museum profession, integrating local cultural resources, extending local connections, ensuring equal opportunity in accessing cultural resources and participation. Authors of this study want to ask, with the efforts government spent for 18 years, how do people feel it? Public policies are to solve people's (the policy stakeholders, also the demanders) problems and to respond to their service needs in society, thus this study reviews Local Cultural Museum projects from the perspective of demands. Through three surveys over a decade, this study investigated the acquaintance of Chiayi citizens about their cultural facilities (including these local cultural museums) in the city, the participation of general cultural activities, and their involvement in visiting Local Cultural Museums. This study examined the needs of community residents for cultural facilities, and took an insight in how residents perceive and access these facilities, in which much budgets and efforts were spent by the governments. The findings could be a reference for the governments in policy making for cultural resources allocation and for policies regarding Local Cultural Museum development.
